rumor control

I've heard a rumor that this listserve was intended to provide a forum for 
exchanging news of Moscow events, a "vision" of where the city is and where 
it's going.  I also heard it was supposed to be done in an adult manner, not 
a juvenile "neener-neener" volley of one-upsmanship. Can anyone verify this?
