Mr. Hansen,

1983 could be the year.  I will do some checking on that, as I was only
operating from memory.  If it is 1983, it is curious that none of the
states began deregulating until 1998 (and most that are, did that year).

Don't get me wrong, I am not opposed to deregulation.  I just know that
there is a great deal of pain that happens when you move from a
regulated economy to a deregulated one.  I believe the benefits will
outweigh the pain, it is just going to be hard in the meantime.

Deregulation (especially concerning public utilities) goes back to 1983
by President Reagan.
