First, Public Schools are not required to nor do they promise to provide
colleges with students who can do college level work.
Second, It is important to remember that colleges and the admissions process
regularly admit students who are going to fail. The "45%" that do not
return were admitted by the UI, with foreknowledge that they would not
return. The cost of educating a "college senior" is greater than the cost
of educating a "college freshman" so freshmen routinely subsidize seniors
costs. By admitting a percentage that will not return, colleges are, in
fact, using the admission process to support a sound economic policy.
Clearly, what I have written is an oversimplification of a very complex
process, but essentially true.
