I am unaware of any such ordinance in Pullman or statute in Washington.

Perhaps the Pullman city council has more confidence and trust in its
population to make mature decisions without having a portion of that
population being singled out and told how to dress.

But, then, I could be wrong.  I live in Moscow you know.
