And polling places are located where there is limited access through parking
or space, thus even when there is only a few thousand voting, it can take
hours to cast a simple yes or no vote.  The time has come to schedule
elections for the first Tuesday of November, and do mail in balloting for
all others.  The local entity would be responsible for maintaining an
accurate list of registered voters and mailing addresses, plus be
responsible for notifying residence of upcoming mail-in voting.
