HS diploma = Certificate of Attendance

Some persons have asked me, "What is social promotion?"

Answer: pupils are passed on to a higher grade when they do not have the skills necessary to complete work at a higher level.

This practice, evolving for at least 3 decades in America's public schools, has cheapened the HS diploma so it means less than an 8th grade education did a century ago.

Why has this situation developed?

Perhaps, because our overlegislated society has produced bizarre laws and inane requirements which defy logic.  

The Milwaukee Journal Sentinel has a particularly appropriate example today.  Read it and weep.
