Wasn't it Lee Iacocca who said, "You can cut 5% from any budget."   
The letter from the Governor's office states the actual cut statewide, when 
the $19.5 million returned to school districts from PERSI gain share is 
factored in, leaves only a $3.5 million reduction or only .3% (point 3 
percent) of $933 million originally budgeted for state schools.
In the mailer I received today from the Moscow School District, it is stated, 
"the loss of enrollment coupled with our failure to reduce staff is the 
primary reason for the budget problem." 
Are we attempting to color a local spending problem as a State Revenue 
problem and solve it with State $$?
