I do believe that this community has certainly undergone a shift to a more
conservative viewpoint than was once the vogue.  However, I do not believe
that is the reason for the defeat of the levy increase.  The 2100 no votes
represent the usual and customary no votes that have always been in this
community.  The 789 yes votes represent, to me, an unwillingness to continue
to support the school system without significant changes, an indictment, if
you will, of continuing the status quo.
On the other hand, this is Idaho, perhaps the single most conservative state
in the union.  Is it really any surprise that Moscow, once the bastion of
liberalism in this state, is changing???
