Support for the Gritman Hospital Expansion.
I fully support the expansion proposal to include the street vacation and
the inclusion of the Helipad. My support primarily is directed at the
Emergency Medical Services (EMS) and the helipad portion of this extensive
project.
The history of the helipad. The helipad used to be on the U of I campus in
a parking lot west of the Dan O'Brien Sports complex. Approximately two
years ago, Moscow Ambulance lost access to that site as the University built
several buildings on the site. After extensive evaluations of numerous
sites (none of which could cost any money as there is/was no money in the
city coffers nor the desire to make public money available for a helipad) by
Fire and EMS personnel, Gritman staff, U of I staff and MedStar aeromedical
emergency services personnel, the current site at behind Tidyman's was
chosen. The proposed site went through the appropriate public hearings
process and if I remember correctly, there was only one opponent to the
helicopter operation at this location while the proposal received strong
support from Eugene Thompson who owns the land adjacant to the pad and from
the Mormon Church who both owns the parking lot and adjoining land next to
the helipad. This site was approved initially for one year and then by the
council on an interim basis (for 18 months), being somewhat dependent on
actions by Gritman to include a helipad into their proposed expansion.
Gritman was to report back the council on the helipad concept within their
expansion in 9 months which they did. The helipad was included in their
plans as a rooftop pad.
During the first year of operation the Tidyman's pad had approximately 50
operations and to date has not had (to my knowledge) one formal or informal
complaint made to the fire or emergency medical services personnel
concerning unsafe operations or noise complaints. As a matter of fact, when
the interim extension was presented, there was no one present for
opposition.
I fully support the on-site location for the helipad. This would remove
approximately 50 responses and 200 hours per year by the Moscow Volunteer
Fire Department/Moscow Volunteer Emergency Ambulance Company. For the
ambulance to respond to a non-collocated site requires the crew to go to
either the helipad or airport to pick up the medical specialists and
equipment, drive to the hospital and pick up the patient, then return to the
original location, and then return to the hospital for cleanup and supplies.
This process can take anywhere from a minumum of 1.5 to as long as 4 hours
depending on the particular case. While 50 may seem an insignificant number
of responses in the overall scheme of things, it isn't when you consider
that the volunteers give approximately 4000 hours (approximately 900
responses per year) of community service in direct patient care itself, not
including all the additional continuation training required as well. Hence
I am supportive of any proposal that reduces the amount of time that
volunteers must give. Remember, it is not only time (and loss of pay) the
volunteer must give, but also the EMPLOYER who must give the time away from
his business to support the volunteer concept. Additionally, on average,
each MedStar operation takes an ambulance out of emergency service for
approximately 1.5-2.0 hours.
The new state of the art helicopters in use are twin engine and
significantly quieter (due to new tail rotor designs) than previous
helicopters. Will you hear them? Yes. Will it be a burdensome event? In
my opinion, no. The perspective will certainly be viewed differently
depending on whether or not the patient going on the helicopter is your new
infant, family member or other loved one or just unknown Joe Bagofdonuts
from down the street.
As has been done with the current helipad site, flight paths would be
developed to minimize both safety concerns and noise issues while ensuring
safe operating parameters for the helicopter crew. Can all of the planning
in the world guarantee a flawless operating environment with zero risk and a
plan that will satisfy everybody? Probably not. Gritman has put its money
(a significant investment) where its mouth is by including the helipad in
its expansion plan to provide quick access to specialty services of higher
level hospitals. The community and its leaders must decide whether it is
important to them.

The hope of consolidating the hospitals was determined to be unfeasible
because of the differences in regulations governing hospitals in Washington
and Idaho. Although the expansion of Eighth Street will have a negative
impact on some residents and businesses, I believe the benefits of the
expansion outweigh the negative impacts. The City's Comprehensive Plan
shows Gritman expanding over Eight Street and Eight Street being vacated.
Gritman cannot afford to build a new hospital in a wheat field ( which would
serve to create sprawl and have a negative impact on downtown) and if they
do not expand, eventually, they will no longer be able to meet new hospital
codes and therefore, close patient rooms and services. If we think that
Gritman will magically decided to expand by creating skywalks if the
vacation of Eighth Street is not allowed, we are mistaken. The Board of
Directors have worked on this expansion for 2 years and have openly talked
with the media and residents about the expansion. The changing of Lewis and
Seventh Streets into one-ways is the suggestion of the City of Moscow and
not Gritman. Therefore, if the major concern is with making those streets
one-way, this issue should be addressed to City officials.

My thanks to Evan Holmes and Dianne French for raising the issue of Gritman
Medical Center's request to vacate 8th Street between Washington and Main
Streets in this forum.
As a homeowner in the neighborhood east of the proposed expansion, I am
concerned about the impact the expansion will have on what is now a nice,
quiet residential neighborhood. With the opening of the South couplet ,
getting to my home from the West side of town is already difficult.
Vacating Eighth Street and changing Seventh and Lewis into into one-way
streets will further reduce east-west routes and will result in having to
drive a maze to get to our homes. The best interests of the community is
not served by isolating the people in this neighborhood from downtown. The
reality is that when the south couplet opened, the value of Eighth Street
to the community increased as a east-west route. It seems to me that
Gritman's did not fully consider the impact to its neighbors with this
plan. As I understand it, once Eighth Street is vacated, the community
would have no recourse if the current plan to allow bike and pediastrian
traffic on Eighth Street is set aside. Finally, I question the wisdom of
having helicopters landing and taking off downtown. I assume that
patients are best served by this arrangement but are there safety and noise
concerns that should be considered? What is the anticipated frequency of
these flights? What is the risk to patients by using the current heli-pad
near Tidymans?
Barbara Richardson is amazed that a community which prides itself on fiscal
responsibility would ask that Gritman spend additional revenue to maintain
Eighth Street. I am equally amazed that the Moscow and Pullman communities
could not find a way to consolidate to meet the health care needs of both
communities. On what basis do we allow ourselves to feel pride in our
fiscal responsibility when duplication of medical services is allowed at
the expense of our neighborhoods and communities?
