I have barely recovered from the Moscow city elections to discover that
there is another election, nine days after the city election, to decide
the Moscow school district levy.
Why weren't the two elections combined? Sure, I understand
slightly different constituencies are involved, but the problems do not
seem insurmountable. Combining the elections would lower costs, make
the voting much simpler, and certainly raise the voter participation
rate at the school levy election. Did anyone at the school district or
city consider combining the elections?
I hope someone can answer another question for me: At the school
district election, is there a requirement for a minimum number of voters
to vote in that election to pass the levy--or is it just a percentage of
whoever votes?
