Mail carriers and tank tops



There are several reasons why the individual delivering the mail may not be
in uniform.

1)  They may not be a city delivery carrier.  Rural carriers are not
required to wear uniforms.  Only city carriers are.
2)  They may be a new employee.  New employees are on "probation" for the
first ninety days of employment and do not receive uniform allowance until
they have successfully completed the probationary period.  thus it could be
four months before they have a uniform to wear.
3)  They could be a clerk.  Clerks do not have a uniform allowance and are
not required to wear a uniform.  Sometimes when the city delivery staff is
short, clerks are used to provide assistance in order to achieve timely
delivery.
4)  They could be short term temporary help.  Such staff are not career
employees and are not furnished uniforms as they are only hired for short
periods of time when it is anticipated that extra help may be needed.

All City carriers have uniforms and are required to wear them.  The uniform
does include shorts, but no tank tops.
