COMMISSIONERS’ PROCEEDINGS
Week of April 2, 2001

Commissioners Paul J. Kimmell, Loreca J. Stauber, and John A. (Jack) Nelson
met in regular session on Monday, April 2, 2001, and again in regular
session on April 4, 2001; the following actions were taken:

By Motion and Order, opened as a Board of Equalization for one day only.

Approved, signed and filed the Commissioners’ Proceedings for the week of
March 26, 2001.

Approved, signed and filed a request to transfer Joshua J. Anderson,
Detention Deputy, Sheriff, Department 04E, Line 09 to Patrol Deputy,
Department 04B, Line 19, effective March 26, 2001.

Approved, signed and filed a request to transfer Monte B. Russell, Detention
Deputy Sheriff, Department 04E, Line 07 to Patrol Deputy, Department 04B,
Line 18, effective March 27, 2001 and authorize a 3-year increment increase,
effective April 1, 2001.

Approved, signed and filed a request to reclassify Connie Ferguson,
Certified Appraiser/Personal Property, Assessor, Department 02A, Line 05 to
Certified Appraiser II, effective April 1, 2001.

Approved, signed and filed request for a 5-year increment increase for Sandy
Kilborn, Certified Appraiser II, Assessor, Department 02A, Line 19,
effective April 1, 2001.

Filed termination of Debra Carswell, Appraiser Trainee, Assessor, Department
02A, Line 12, effective April 13, 2001.

Approved, signed and filed a request for a 6-month increment increase for
Chris Storhok, Rural Development Coordinator, Department 05I, Line 01,
effective April 1, 2001.

Filed the resignation of Ray H. Martin, Detention Deputy, Sheriff,
Department 04E, Line 12, effective April 5, 2001.

Approved, signed and filed the recommendation of the Compensation Committee
for the Information System Technician position, which is a change in points
only, the grade remains the same.

Filed the Order by Tom Boyd, President of the Idaho State Board of
Education, Creating New Districts, in the division of Whitepine Joint School
District No. 286, as approved by the qualified voters of Whitepine Joint
School District; those being Troy School District No. 287, and Whitepine
Joint School District No. 288, effective July 1, 2001.

Approved, signed and filed a request for a Tax Cancellation in behalf of
Bergen Brunswig Drug Company, PPB245-MU.  Equipment is not in Latah County.

Filed the Certificate of Appointment by Governor Kempthorne for the Potlatch
Recreation District and dividing it into three sub-districts as a result of
the election held November 7, 2000, and naming Commissioners: Salie
Anderson, Sub-District I; David L. Brown, Sub-District II; John D. Haire,
Sub-District III.

Acknowledged a request by the Employee Advisory Committee for donations for
Easter Food Drive by the County.  The food drive will remain as a voluntary
effort.

Filed a Property Damage Report to ICRMP for the Latah Health Services, Inc.
Physical Therapy Gym ceiling.

Filed Vehicle Damage Reports to ICRMP, Sheriff’s Office.

By Motion and Order, authorized the Chair’s signature on the Memorandum of
Agreement between Latah County and the North Central District Health
Department for a GIS planning grant, in the amount of $6150.  Authorize and
direct the County Auditor to establish a GIS grant fund line.  Effective for
the period of October 1, 2000 through June 15, 2001.

Approved, signed and filed a request to declare surplus office equipment,
District Court.

Approved, signed and filed a Request for Tuition Aid to North Idaho College
by Caylee A. Beckner.

By Motion and Order, convened in Executive Session at 2:26 P.M. on April 2,
2001, to discuss Personnel Matters; pursuant to Idaho Code Section 67-2345
(1)(a)&(b).  Adjourned at 2:47 P.M.

By Motion and Order, convened in Executive Session at 2:50 P.M. on April 2,
2001, to discuss Records that are exempt from public inspection; pursuant to
Idaho Code Section 67-2345 (1)(d).  Adjourned at 3:08 P.M.

By Motion and Order, closed as a Board of Equalization.

By Motion and Order, regarding an Appeal of the Findings of Fact and
Conclusions of Law for Conditional Use Permit No. 605 for Ubiquitel to
install a wireless telecommunications tower near Kluss Road; Remanded said
CUP 605 back to the Latah County Zoning Commission and direct Planning &
Building staff to schedule the same at the next regularly scheduled Zoning
Commission meeting.

By Motion and Order, authorized the Chair’s signature on a grant application
to the AmeriCorp National Civilian Community Corps, Western Region, to
conduct a Rural Needs Assessment Survey, and Summer Youth Program at
Phillips Farm.  The County will assume the cost of housing the team, in an
amount not to exceed $2,000.

Resolution No. 2001-10; establish fund line 01-14-0406-0000, Salary -
Part-time in the Current Expense - Data Processing “A” Budget; and decrease
an amount totaling $6,600 from the Current Expense - Data Processing, Line
01-14-0407-0000 “A” Budget and  Line 01-14-0804-0001,“C” Budget; and
increase 01-14-0406-0000, Salary - Part-time “A”, and 01-14-0419 - 0000 Flat
Fringe Benefit “D” in the amount totaling $6,600.Passed April 4, 2001.

Resolution No. 2001-11, transferring $23,325 Cash Balance from “Current
Expense - 01” to Cash Balance “Bond Redemption - 05;” for the payment of
principal and interest in the amount of  $118,720.25 as budgeted for the
Latah Care Bond payment on May 1, 2001.  The same amount being transferred
shall be reimbursed to the “Current Expense - 01” upon distribution of the
second half of 2000 tax monies.
