2.	 	Creative Alternatives for Youth at Risk Grant - Jeanne Leffingwell
The Idaho Commission on the Arts has requested Moscow Arts Commission to 
sponsor a grant application for support of a Creative Alternatives for 
Youth At Risk Art Camp operated by former MAC Director Linda Canary.  The 
Moscow Arts Commission is only acting as an umbrella organization for the 
grant and no City funds will be expended.
				Council Consent Agenda Item #1E
ACTION:  Recommend approval of submission of Grant Application and 
Authorize Mayor's signature thereon; or take such other action as deemed 
appropriate.

3.	 	Gregory Lot Division - Dale Pernula
Terry Gregory proposes to divide a 7.41 acre parcel of land he owns on the 
south side of State Highway 8 west of Mill Road. One lot would include .602 
acres of land and is separated from the second lot by the south fork of the 
Palouse River as shown on the map.  The property is zoned Industrial.

	ACTION:  Reject or Approve proposed lot division.

1.   Approval of Minutes of March 26, 2001

2.	Sanitary Sewer Pipe Lining Bids - Dean Weyen
Bids were opened March 13, 2001 for a sanitary sewer rehabilitation 
project.  Four bids were received with a low bid of $136,972.50.  Staff 
recommends this work be postponed for a year as explained in Weyen's March 
28, 2001 memo.
					Council Consent Agenda Item #1C
ACTION:  Reject all bids and direct staff to delay the project as proposed 
by City staff; or take such other action as deemed appropriate.

3.	Agreement for Wastewater Treatment Plant Software Specifications - Dean 
Weyen
Construction of the new wastewater treatment plant did not include 
programming of the software for the computer operation of all functions of 
the plant.  Technical Systems, Inc. (TSI) of Lynwood, Washington has been 
chosen by staff to write the specifications for the programming.  The 
proposed contract is being modified to fit City format, and is written not 
to exceed $11,630.00.

ACTION:  Recommend approval of contract and direct staff to proceed; or 
take such other action as deemed appropriate.

4.	Development Agreement with Moscow Charter School - Dale Pernula
Moscow Charter Schools, Inc. proposes to begin construction this spring of 
a school on east "F" Street.  The enclosed Development Agreement covers 
required public improvements for this site.

ACTION:  Modify, reject or approve Development Agreement with Moscow 
Charter Schools, Inc. and recommend authorization of Mayor's signature

1.	Consent Agenda:  Any item will be removed from the consent agenda at the 
request of any member of the Council and that item will be considered 
separately later.  Approval by roll call vote.

2. 	Public Hearing - 7:30 p.m.  Vacation of Sixth Street Right-of-Way - 
Dale Pernula
A recent property survey determined that an existing dwelling located at 
602 S Adams Street is built within Sixth Street right-of-way.  The property 
owner proposes to vacate a portion of the right-of-way in order that the 
property may be more readily sold.

ACTION:  After conducting the public hearing, reject proposal, or direct 
staff to prepare street vacation ordinance and any other necessary 
documents.

3.	Set Date for Budget Adjustment Hearing - Gary J. Riedner
As per Idaho Code 63-802A, City Council may at any time during the current 
fiscal year, amend the annual appropriation ordinance.  Pursuant to notice 
and hearing requirements of section 50-1002, Idaho Code, staff recommends 
setting the adjustment hearing date for the budget for May 7, 2001.

ACTION:  Set date and authorize clerk to prepare appropriate notice.
