session on Monday, March 12, 2001, and on March 14, 2001; the following
actions were taken:
By Motion and Order, convened in Executive Session at 9:02 A.M. on March 12,
2001, to discuss “Records That Are Exempt From Public Inspection; Indigent,”
pursuant to Idaho Code Section 67-2345 (1)(d). Adjourned at 9:08 A.M.
Approved, signed and filed the Commissioners’ Proceedings for the week of
March 5, 2001.
Approved, signed and filed a Request for Tax Cancellation by Fred Leas,
MH40N01W168251A, for 2000; hardship.
By Motion and Order, regarding Public Law 106-393, The Secure Rural Schools
and Community Self Determination Act of 2000, nominate to the Resource
Advisory Committee (RAC) the following: Kenneth Stinson, Latah Soil and
Water Conservation District; John A. “Jack” Nelson, Latah County
Commissioner; Brett T. Bennett - Bennett Lumber Products, Inc.; Kenneth A.
Beidler, Potlatch High School Science Teacher.
Filed a Notice of Appeal of the Findings of Fact and Conclusions of Law
decision by the Latah County Zoning Commission for Conditional Use Permit
No. 605, by UbiquiTel.
Approved, signed and filed a request for Tuition Aid to North Idaho College
by Travis Lee Catt.
Approved, signed and filed a request to hire Lowell Welker as unpaid
Volunteer Chaplain, Sheriff, Department 04H, Line 03, effective March 2,
2001.

Part-Time Irregular Maintenance Worker, Parks & Recreation, Department 05G,

Filed a Vehicle Damage Report to ICRMP, Sheriff’s Office.
Filed the Idaho Tax Appeals Final Decision and Order, in the matter of the
Appeal of Michael and Laura Mahaffy for tax year 2000. The decision of the
Latah County Board of Equalization on the market value of residential
property RPM00250020050A is modified, reducing assessed value of property by
5%.
Approved, signed and filed a request for tax cancellation, Personal Property
PPB226, in behalf of Kevin Bowes. Property owner has provided
documentation, showing a lower value to be more accurate than was estimated.
Approved, signed and filed a request for a Solid Waste Exemption in behalf
of Bernadette Weber et al, C/O Betty Ziemann, RP37N05W154865A; approved for
cabin rate, for year 2001.

cases approved, three cases denied.
Approved, signed and filed the Findings of Fact and Conclusions of Law re:
Betty J. Scott Estate Rezone Hearing #602, approving the application for a
rezone of a 15 acre portion of a 23.68 acre parcel from Agriculture-Forestry
(A/F) to Rural-Residential (RR-5).
Approved, signed and filed a request to hire Kate McNerny as Part-time
Irregular, Temporary Student Intern/Special Hire, Buildings and Grounds,
Department 05F, Line 10, effective March 14, 2001. Wages paid will not
exceed $1,000 for work on Courthouse Enhancement Project.
By Motion and Order, authorized the Chair’s signature on a Request for
Waiver of FY00, Juvenile Accountability Incentive Block Grant (JAIBG) Funds
from the City of Moscow, in the amount of $16,100.
Approved, signed and filed a Request for Tuition Aid to North Idaho College
by Nicholas Penoncello.
Approved, signed and filed a request for Tuition Aid to North Idaho College
by Adriane Munn.
