PROCLAMATIONS - Absolutely Incredible Kid Day; Arbor Day Proclamation

1.	Consent Agenda:  Any item will be removed from the consent agenda at the 
request of any member of the Council and that item will be considered 
separately later.  Approval by roll call vote.

A.	Approval of Minutes of February 20, 2001

	B. 	Arbor Day Grant Proposal - Roger Blanchard
The Parks and Recreation Department requests authority to apply for a 
$150.00 Arbor Day Grant from the Idaho Department of Lands in cooperation 
with U.S. Bank.  Reviewed by Administrative Committee February 26, 2001.

ACTION: Authorize staff to apply for the Grant and secure Mayor's signature 
thereon.

C. 	Contract Award  for "C" Street L.I.D. - Dean Weyen
Bids were opened January 19, 2001 for the "C" Street improvements.  Motley 
and Motley of Pullman was the lowest of the three bids received, with a 
total bid of $177,821.90.  Reviewed by Public Works/Finance January 29, 
2001.

ACTION:  Accept bid from Motley and Motley and authorize Mayor's signature 
on contract.

	D. 	Renewal of Juvenile Accountability Grant - Dan Weaver
The Association of Idaho Cities has authorized $16,100 to be allocated to 
the City of Moscow on a Juvenile Accountability Incentive Block Grant.  The 
Grant can only be used for juvenile offender accountability not for 
prevention.  We have previously waived our allotted funds to Youth Services 
of Latah County for their use in psychological studies of adjudicated 
juveniles.  Reviewed by Administrative Committee March 5, 2001.

ACTION:  Accept waiver of grant request.

E. 	Police Department Spring Auction - Jackie Lovell
The Moscow Police Department would like the enclosed list of found bicycles 
and unclaimed and surplus items auctioned March 31, 2001 at the Latah 
County Fair Building.  Reviewed by Administrative Committee March 5, 2001.

ACTION:  Declare items as surplus and approve the auctioning of found 
bicycles, unclaimed and surplus items as indicated on the attached list 
from the Moscow Police Department.

	F. 	Weed Spraying Contract - Mike McGahan
The proposed agreement is unchanged from that of the previous year.  All 
spraying work is to be completed by July 1, 2001.  Public Notices will be 
placed in the local paper advising residents of the spraying.  Reviewed by 
Administrative Committee March 5, 2001.
	
ACTION:  Approve the agreement and authorize the Mayor's signature thereon.

2.  	McHugh Lot Division - Dale Pernula
Elisabet McHugh owns two lots located at 520 and 522 N Washington.  The 
current boundary line between the two lots run through the houses on the 
property.  Ms. McHugh is requesting a lot line adjustment to change the 
property line so that each lot has one house.  Reviewed by Administrative 
Committee February 26, 2001.

ACTION:  Deny or Approve line adjustment, with or without conditions; or 
take such other action as deemed appropriate.
