2. Arbor Day Grant Proposal - Roger Blanchard
The Parks and Recreation Department requests authority to apply for a
$150.00 Arbor Day Grant from the Idaho Department of Lands in cooperation
with U.S. Bank.
ACTION: Recommend denial or approval to apply for grant.
3. McHugh Lot Division - Dale Pernula
Elisabet McHugh owns two lots located at 520 and 522 N Washington. The
current boundary line between the two lots run through the houses on the
property. Ms. McHugh is requesting a lot line adjustment to change the
property line so that each lot has one house.
ACTION: Review and prepare recommendation for council consideration.
4. Believer's Fellowship Lot Division - Dale Pernula
Owners of Believer's Fellowship Church are requesting to divide their
4.25-acre parcel into three lots as shown on the attached plan. The City
has been considering extending Travois Way through to Styner Avenue and the
dedication of the right-of-way should be considered as a condition of
approval of lot division.
ACTION: Review and prepare recommendation for council consideration.
5. Action Plan for Implementation of Priorities Set Pursuant to City
Council and Planning and Zoning Commission Joint Meeting - Dale Pernula
Council has directed staff to prepare a draft action plan based on
priorities set at the Joint City Council and Planning and Zoning Meeting.

be made.

1. Approval of Minutes of February 20, 2001
2. Intelligent Transportation Systems Grant - Dave Klatt
The City of Moscow, along with the Idaho Transportation Department, and the
University of Idaho, are considering participating in the "Traffic Signal
Systems Integration and Deployment Program." The attached proposal
describes a project that will provide significant benefits to travelers in
the city by reducing delay experienced along the city's main arterials by
providing a more efficient signal control system.
(This item will be presented dependent upon Mike Kyte's availability to
attend the meeting. Mike Kyte is the Project Contact for the National
Institute for Advanced Transportation Technology at the University of
Idaho.)
ACTION: Review Proposal and make recommendation for council
consideration.
3. Health and Environment Commission Report on Water Conservation - Tom
Scallorn/Diane French
Representatives of the Commission on Health and Environment, along with the
City of Moscow's Water Department, will make a presentation regarding water
use in our community. Discussion will include information on declining
aquifer levels, the Palouse Basin Aquifer Committee Goals Timeline, and
ideas for achieving the goals set forth by PBAC.
