Commissioners Loreca J. Stauber, Samuel G. Duncan, and Paul J. Kimmell met
in regular session on Monday, November 13, 2000. Commissioners Stauber and
Kimmell met in regular session on Wednesday, November 15, 2000. The
following actions were taken:
By Motion and Order convened in Executive Session at 8:36 AM on November 13,
2000, to discuss Negotiations or Acquisition of an interest in Real
Property, pursuant to Idaho Code Section 67-2345 (1)(c). Adjourned at 9:05
AM.
Approved, signed and filed the Commissioners’ Proceedings for the week of
November 6, 2000.
Approved, signed and filed a request for Renewal of the Retail Alcohol

By Motion and Order, approved a Latah County Solid Waste fee increase for
residential and commercial accounts of 4.99%, per attached tables, dated
November 13, 2000. Effective January 1, 2001.
Filed ICRMP Monthly Claims Loss Runs for the month of October, 2000.
Denied, signed, filed a request by the City of Moscow for $5,000 for 2001
DARE Program charges, as the City is not providing DARE Programs to Latah
County; Approved the $500 charge for the year 2001 Dog Pound Charges.
By Motion and Order, nominated Loreca J. Stauber for the remaining one-year
term on the 2000-20001 ICRMP Board of Trustees, District II.
By Motion and Order convened in Executive Session at 9:50 AM on November 13,
2000, to discuss Negotiations or Acquisition of on an interest in Real
Property, pursuant to Idaho Code Section 67-2345 (1)(c). Adjourned at 10:25
AM.
By Motion and Order, approved the Chair’s signature on the Mutual Aid
Agreement between Latah County Sheriff’s Office and the Moscow Police
Department. This agreement supercedes the Mutual Aid Agreement of 1997.
The purpose of this agreement is to permit the parties to provide mutual aid
assistance for law enforcement, protection and control in case of an
emergency, catastrophe, situation, or event. Parties agree to no joint
financing and no compensation due to the other parties. Effective date will
be from the time of signature of each participant and will continue until
either party terminates with a 30 day notice.
Denied a request for a tax cancellation by Charles E. Hull and Bessie E.
Hull, RP40N04W293309A. The property will be reviewed for year 2001.
By Motion and Order convened in Executive Session at 11:37 AM on November
13, 2000, to discuss Indigent Matters, pursuant to Idaho Code Section
67-2345 (1)(d). Adjourned at 11:55 AM. Eight cases approved, one case
denied.
By Motion and Order, convened in Executive Session at 3:32 PM on November
13, 2000, to discuss Personnel Matters, pursuant to Idaho Code Section
67-2345 (1)(a)&(b). Adjourned at 4:02 PM.
Filed a memo from Ron Monson, County Surveyor, regarding a request by the
Latah County Fair Board to authorize a survey of the Fairgrounds. The Board
directed Ron Monson and Fran Maki to determine the needs and Ron will report
back to the board on his ability to accommodate.
By Motion and Order, sitting as the County Board of Canvassers, having
canvassed the returns from all precincts in the County, certified the
results of the following elections held on November 7, 2000, as presented by
the County Clerk and as attached:
General Election 2000
Potlatch Recreation District Election
City of Bovill Water Revenue Bond Election
Bovill Fire District Bond Election
Commissioners Stauber and Kimmell, County Clerk Susan Petersen, and Solid
Waste Director, Don Bafus met with the Genesee City Council at the Genesee
City Hall on Wednesday, November 15, 2000 at 7:00 P.M. to discuss the
in-county landfill option for Latah County.

Clerk/Auditor/Recorder.
