Commissioners Loreca J. Stauber, Samuel G. Duncan, and Paul J. Kimmell, met
in regular session on Monday, October 30, 2000. Commissioners Stauber and
Kimmell met in regular session on Wednesday, November 1, 2000. The
following actions were taken:
By Motion and Order convened in Executive Session at 8:16 A.M. October 30,
2000, to discuss Personnel matters pursuant to Idaho Code Section 67-2345

By Motion and Order approved the recommendations of the Compensation
Committee for the position of Case Manager/Administrative Assistant,
Prosecuting Attorney’s Office (A05), and direct the clerk to place the new
position on the Table of Organization.
Approved, signed, filed a request to hire Sharea Moberly as a Part-time
Irregular Temporary Receptionist, Prosecutor, Department 07, Line 12,
effective October 10, 2000.
Approved, signed, filed a request to hire Michelle Fuson, Associate Planner,
Planning & Building, Department 11, Line 02, effective December 4, 2000.
Approved, signed, filed a request to hire Enrique Rubalcava, Part-time
Irregular Tracker, Youth Services, Department 08B, Line 06, effective
October 23, 2000.
Approved, signed, filed a request to hire Ray Martin, Detention Deputy,
Sheriff, Department 04E, Line 12, effective October 30, 2000.
Approved, signed, filed a request to hire Jay Waters, Detention Deputy,
Sheriff, Department 04E, Line 06, effective November 06, 2000.
Approved, signed, filed Fiscal Year 2000-2001 Salaries for Cooperative
Extension staff, subject to verification by the Budget Officer.
By Motion and Order, authorized the Chair’s signature on the Idaho Community
Development Block Grant (ICDBG) Citizen Participation Plan and Assurances on
behalf of the Bovill Fire District’s proposal to construct a new fire
station.
By Motion and Order, approved the Chair’s signature on the contract between
Justice Benefits, Inc. (JBI) and Latah County. JBI will assist the Sheriff’s
Office in identifying and recovering available Federal or other revenues
that the Office is eligible for, with a percentage of all revenue actually
earned, prospectively and retroactively, going to JBI. Effective October 1,
2000 through September 30, 2001.
Approved, signed, filed a request to authorize David Widdicombe a courthouse
key.
Approved, signed, filed a request to discard surplus equipment with no
value, by Mike Kinner, Information Services Director.
Filed a letter from the Idaho Department of Transportation Department to
Latah County, confirming the approval of a $495,000 award for partial
funding of the Latah Trail Project, E210.
Filed a notice by Latah Sanitation, Inc. of a 3.52% increase on the County’s
Solid Waste and Bulky Waste Collection agreed upon fees, effective January
1, 2001.
By Motion and Order, approved the Chair’s signature on the lease agreement
between Latah County and Moscow School District No.281 for a radio
transmitter site on Moscow Mountain. Effective October 25, 2000 through
September 30, 2005.
By Motion and Order convened in Executive Session at 10:01 AM on October 30,
2000, to discuss Personnel matters pursuant to Idaho Code Section 67-2345
(1)(a) & (b). Adjourned at 10:21 P.M.

By Motion and Order convened in Executive Session at 10:35 PM on October 30,
2000, to discuss Indigent matters pursuant to Idaho Code Section 67-2345
(1)(d). Adjourned at 10:58 PM. Seven cases approved, three cases denied.
By Motion and Order convened in Executive Session at 11:19 AM on October 30,
2000, to discuss Personnel matters pursuant to Idaho Code Section 67-2345
(1)(a) & (b). Adjourned at 11:25 AM.
The Latah County Commissioners, Susan Petersen, County Clerk, and Don Bafus,
Solid Waste Coordinator met with the Moscow City Council, and City Staff.
Discussed was the proposed Latah County Regional Landfill, Area of City
Impact, Public Facilities Re-Use Center. Mayor Comstock also informed the
Commissioners that the Moscow/Pullman Regional Airport is anticipating a
budget deficit of approximately $17,000 and is requesting help from the
Board.
By Motion and Order authorized the Chair’s signature on an agreement between
the Corporation for National and Community Service and Latah County for
Service Project No. 200101-006. Latah County shall act as Service Project
Sponsor for Latah County Parks and Recreation Department projects at
Robinson Park and the Phillips Farm. Effective November 1 through December
15, 2000.
By Motion and Order authorized the Chair’s signature on a grant application
in the amount of $8,900 plus County in-kind match of staff time and benefits
totaling $2,967 to the Environmental Protection Agency Region 10, entitled
Environmental Education Re: The 4-H way. Andy Grant will serve as project
administrator if the application is funded.
Approved, signed, filed a payment claim by Daina Farthing for contract
services rendered, in the amount of $1,187.50, for grant administration and
other professional services.
