recycling question

I recently received a newsletter (Talkin' Trash) from Moscow
Recycling....
Included in the newsletter is a graph detailing usage of the curbside
recycling program in Moscow.  As I read the graph, the curbside program
collects 14% of the total recycling collected.
We use the curbside program and like it, but I do have some questions.
What would happen without the curbside program?  Would that 14% just not
be recycled, or would individuals just do what they did before the
curbside program began and take their recyclables to the recycling
center?  Are the costs of the curbside program justifiable?
Are the totals recycled by curbside pickup increasing as more people use
the service?
I hope someone can answer those questions in a response to the list...BL
