COMMISSIONERS PROCEEDINGS
Week of October 23, 2000
Commissioners Paul J. Kimmell, Loreca J. Stauber and Samuel G. Duncan met
in regular session on Monday, October 23, 2000. The following actions were
taken:
Approved, signed and filed the Commissioners’ Proceedings for the week of
October 16, 2000.
Approved, signed and filed a request for Renewal of the Retail Alcohol
Beverage License of Yan Youn Huie dba New Hong Kong Café, 214 South Main
Street, Moscow.
By Motion and Order, authorized the Chair’s signature on the Americorps
Promise Fellow Housing and Services Agreement between Latah County and
Gritman Medical Center. Latah County will act as the host agency for the
Promise Fellow. Up to $5,000.00 in support will be provided by Youth
Services Block Grant monies. Effective January 1, 2001 through December 31,
2001.
Filed Monthly ICRMP Claims Loss Run for the month of September, 2000.
Approved, signed and filed Fiscal Year 2000-2001 Salaries for Buildings &
Grounds Department, subject to verification by the Budget Officer.
Approved, signed and filed Fiscal Year 2000-2001 Salary for Law Clerk,
District Court, with directions given to the Clerk/Auditor to complete a job
description for review by the Compensation Committee.
By Motion and Order adopted the Fiscal Year 2000-2001 Salaries for
Administrative Offices - AO, Public Safety - PS, and Department Head - DH;
effective October 1, 2000, subject to verification by the Budget Officer.
Approved, signed and filed a request for a one (1)-year increment increase
and transfer to part-time regular status, for Jean Ann Duke, Administrative
Assistant/Case Manager, Prosecuting Attorney, Department 07, Line 12,
effective October 1, 2000.
Approved, signed and filed a request to change the status of Erin Eileen
Parks, 4-H Program Assistant, County Extension, Department 10, Line 5, from
part-time regular to full-time, with the qualification that Latah County
will only pay for one half the cost of this reclassification: the University
of Idaho has agreed verbally to pay for the other half; effective October 1,
2000.
Approved, signed and filed a request for a 5-year increment increase for
Sherrie Nelson, Social Services Finance/Administrative Assistant, Social
Services, Department 01D, Line 04, effective October 1, 2000.
Approved, signed and filed a request for a 5-year increment increase for
Rachel Rausch, Deputy Clerk of the Board/Administrative Assistant, BOCC,
Department 05A, Line 02, effective October 1, 2000.
Approved, signed and filed a request to reclassify Jason Kilborn, from
Maintenance Mechanic I to Maintenance Mechanic II + 1 year, Department 05F,
Line 06, effective October 1, 2000; Commissioners Stauber and Kimmell
approving, Commissioner Duncan voting against.
Filed resignation of Robin Jenkinson, Part-time Irregular Education
Coordinator, Parks & Recreation, Department 05G, Line 04. The term of the
temporary position ended on September 30, 2000.
By Motion and Order approved the Chair’s signature on the addition of the
(Annex M-Terrorism) component to the Latah County Emergency Operations
Plan.
By Motion and Order authorized the Chair’s signature on an agreement by and
between the Latah County Clerk, City of Bovill and Bovill Fire District for
November 7, 2000, for the City of Bovill Water Revenue Bond Election and
Bovill Fire District Bond Election to be conducted by the County Clerk for
an amount yet to be determined which will include costs of publication,
ballots, and miscellaneous expenses; not to exceed $1,600.00.
By Motion and Order approved the Chair’s signature on the Building
Inspection Services Agreement between Latah County and the City of Troy;
City agrees to pay the County 80% of all building permit and plan review
fees collected from applicants, to do the building inspections services,
effective October 1, 2000 to September 30, 2001.
Filed Fee Report - Clerk/Auditor/Recorder from August 1, 2000 through August
31, 2000.
By Motion and Order authorized the Chair’s signature on a Facility Lease and
Use Agreement between Latah County and the Troy Lions Club; for the use of
the Troy Community Center as a Polling Place, Precinct #29, for the General
Election on November 7, 2000; rent to be $100.00.
Approved, signed and filed the Findings of Fact and Conclusions of Law
regarding a Petition of Gertrude Wagner for a Short Plat to create one new
1.62 acre parcel, in Section 3, Township 41 North, Range 5 West, B.M., in
Latah County, based on a rezone approval of the same on October 16, 2000.
Approved, signed and filed a request for Tax Cancellation on behalf of
Edward Browning, MH18CT00002A. The improvements being taxed are not there.
By Motion and Order ratified the Chair’s signature on the Juvenile Justice
Formula Grant Application in the amount of $8,616, submitted by Andrew
Grant, Latah County Parks & Recreation Director on October 20, 2000.
By Motion and Order approved the Chair’s signature on the Commercial
Application for Service to the Phillips Farm to Avista Corporation;
effective date of service by Avista was July 7, 2000.
By Motion and Order convened in Executive Session at 9:42A.M. October 23,
2000, to discuss litigation; pursuant to Idaho Code Section 67-2345 (1)(f).
Adjourned at 9:48 A.M.
Adopted Latah County Ordinance Number 221, an ordinance of Latah County, a
political subdivision of the State of Idaho; providing for a moratorium on
the issuance of permits for wireless telecommunications antennae structures
and related facilities; providing that this moratorium shall be in effect
for a period not to exceed one hundred twenty (120) days; providing the
ordinance to be in full force and effect from and after its passage,
approval and publication according to law. Passed October 23, 2000.
By Motion and Order approved the addition of an Intern position for Planning
& Building, Department Number 11, Line 11, Part-time Irregular, not to
exceed 300 hours at $11.00 per hour.
Approved, signed, filed a request to hire Sharea Moberly, Part-time
Irregular Intern, Planning & Building, Department 11, Line 11, effective
October 23, 2000.
By Motion and Order convened in Executive Session at 11:04A.M. October 23,
2000, to discuss Indigent matters pursuant to Idaho Code Section 67-2345
(1)(d). Adjourned at 11:32 A.M. Fourteen (14) cases approved, three (3)
denied.
By Motion and Order approved a request for renewal of a second dwelling by
Brent Bradberry, effective through August 16, 2001.
By Motion and Order convened in Executive Session at 3:31 P.M. October 23,
2000, to discuss personnel matters pursuant to Idaho Code Section 67-2345
(1)(a) & (b). Adjourned at 3:42 P.M.
Commissioners Stauber, Kimmell and Duncan, Solid Waste Director Don Bafus,
and County Clerk Susan Petersen met with Troy City Council at the Troy City
Hall on Monday, October 23, 2000 at 7:00 P.M. to discuss the in-county
landfill option for Latah County.
Commissioners Stauber and Kimmell, Solid Waste Director Don Bafus, and
County Clerk Susan Petersen met with Juliaetta and Kendrick City Councils at
the Juliaetta City Hall on Tuesday, October 24, 2000 at 7:00 P.M. to discuss
the in-county landfill option for Latah County.
