COMMISSIONERS’ PROCEEDINGS
Week of October 2, 2000
Commissioners Loreca J. Stauber, Samuel G. Duncan and Paul J. Kimmell met in
regular session on Monday, October 2, 2000. Commissioners Stauber and
Kimmell met in regular session on Wednesday, October 4, 2000. The following
actions were taken:
The Board proclaimed October 1-7, 2000 “National 4-H Week” in Latah County.
Approved the addition to the BOCC Proceedings for the Week of September 5,
2000 of Resolution 2000-20, to fix and determine the Latah County Fiscal
Year 2000-2001 Budget in the amount of $10,961,865.00, which is not greater
than the amount of the tentative budget nor the amount to be raised from
property taxes, as advertised. Also to transfer Latah Trail Fund 45 in the
amount of $129,000 both budget and cash, to the Parks and Recreation Fund
18-00, as designated in the Clerk’s memo to the BOCC dated September 1,
2000, and as attached.
By Motion and Order, approved the ICRMP Public Entity Multi-Lines Insurance
Policy Binding Order, as attached, dated September 28, 2000, for the year
2000-2001.
Approved, signed, filed a request to approve staff salary adjustments for
the Auditor/Recorder’s Office, BOCC Administration, Elections, Veteran’s
Service, Fairgrounds Management, Parks & Recreation, Elected Officials,
Social Services, Historical Museum, Clerk of the District Court, Motor Pool,
Rural Development, for October 1, 2000 through September 30, 2001, subject
to verification by the Budget Officer.
Approved, signed, filed a request to approve staff salary adjustments for
the Revaluation and the Assessor’s Office for October 1, 2000 through
September 30, 2001, subject to verification by the Budget Officer.
Approved, signed, filed a request to approve staff salary adjustments for
the Motor Vehicle Department for October 1, 2000 through September 30, 2001,
subject to verification by the Budget Officer.
Approved, signed, filed a request to transfer Carla Thompson, Vehicle
Registration Specialist, Department 02B, Line 06 from Part-time Irregular to
Part-time Regular, to include partial benefits, effective October 1, 2000.

By Motion and Order authorized the Chair’s signature on Addendum “A”
Software and Service Selection and 2000-2001 Service Pricing between Latah
County and Computer Arts, Inc. Total annual service fee will not exceed
$43,314.08. Effective October 1, 2000 through September 30, 2001.

2000, to discuss Indigent matters pursuant to Idaho Code Section 67-2345
(1)(d). Adjourned at 12:07 P.M. Five (5) cases approved, one (1) denied.
By Motion and Order, pursuant to the recommendation dated October 2, 2000 by
Tom Moore, of Ruen-Yeager & Associates, Inc. regarding the HDRI-99-II-2 Troy
flood mitigation grant, the Board shall accept the recommendations to delete
item 5 and modify item 4 of said bid item from Gen Con, Inc., and direct
Ruen-Yeager & Associates to negotiate proposed changes in scope, pending
review from Civil Counsel.
By Motion and Order, approved the Chair’s signature on the amendment to a
Letter of Agreement, as attached, for consulting services between Latah
County and Daina Farthing through October 31, 2000. Hourly compensation
shall be at a rate of $50.00 per hour, not to exceed $1,000.00
By Motion and Order convened in Executive Session at 1:32 P.M. October 4,
2000, to discuss Personnel matters pursuant to Idaho Code Section 67-2345
(1)(a)&(b). Adjourned at 2:16 P.M.

Harris, Clerk, Assessor’s Office, Department 02A, Line 11, effective October
1, 2000.

Assessor, Department 02A, Line 12, effective October 9, 2000.
Approved, signed, filed the designation of the Latah County Polling Places
for the General Election, to be held on November 7, 2000.
By Motion and Order, adopted the policy draft, regarding Courthouse Security
Confidentiality, as amended to state that the Clerk of the Court would have
authority to access codes. The Prosecutor’s Office will make the amendments
and submit the final draft.
Approved the BOCC Proceedings for the week of September 25, 2000.
By Motion and Order, the Board rejected all bids submitted regarding the
HDRI-99-II-2 Troy Flood Mitigation Grant and directed Ruen-Yeager &
Associates, Inc., to modify the bid documents consistent with the attached
memo from Ruen-Yeager & Associates, Inc. Project shall be re-advertised and
re-bid.

2000, to discuss Personnel matters pursuant to Idaho Code Section 67-2345
(1)(a)&(b). Adjourned at 4:28 P.M.
Commissioners Stauber and Duncan, and Solid Waste Director, Don Bafus met
with Bovill City Council at the Bovill City Hall on Monday, October 2, 2000
at 7:00 P.M. to discuss the in-county landfill option for Latah County.
Commissioners Stauber, Duncan and Kimmell, and Solid Waste Director, Don
Bafus met with Deary City Council at the Deary City Hall on Wednesday,
October 4, 2000 at 7:00 P.M. to discuss the in-county landfill option for
Latah County.
