COMMISSIONERS PROCEEDINGS
Week of September 5, 2000
Commissioners Paul J. Kimmell, Loreca J. Stauber and Samuel G. Duncan met
in regular session on Tuesday, September 5, 2000 and Commissioners Duncan
and Stauber met on Wednesday, September 6, 2000. The following actions were
taken:
A Public Budget Hearing having been held pursuant to Idaho Code 31-1604 at
10:00 a.m. on September 5, 2000 in consideration of the 2000-2001 Fiscal
Year Proposed Budget, the Budget was set at $10,961,865.00 which is not
greater than the amount of the tentative budget nor includes an amount to be
raised from property taxes greater than the amount advertised. The Latah
Trail Fund 45 in the amount of $129,000 cash and budget was transferred to
Parks and Recreation Fund 18 as designated in Clerk’s September 1, 2000 memo
to the BOCC, and as attached. Minutes and tape are on file in the Auditor’s
Office.
Approved, signed, filed a letter to Latah Health Services, dated September
6, 2000, regarding confidentiality of records.
By Motion and Order convened in Executive Session at 10:41 A.M. on September
6, 2000, to discuss Indigent matters pursuant to Idaho Code Section 67-2345
(1)(d). Adjourned at 11:01 A.M. Four (4) cases approved, two (2) cases
denied.
Approved, signed, filed the Commissioners’ Proceedings from the Week of
August 28, 2000.
By Motion and Order moved to convene a committee to explore options
available to the county for expansion of the Courthouse facilities, to
consider the recently developed remodeling plans as presented, versus other
options as they may occur during fact finding activities. The chairman is
to assemble the committee and name those agreeing to serve on the committee
during the week of September 11, 2000 and present them to the Board for
approval.
By Motion and Order approved the chair’s signature on the Building
Inspection Services Agreement between Latah County and the City of Potlatch.
City agrees to pay County 80% of all building permit and plan check fees
collected from applicants, county will do the building inspections services,
effective from October 2000 to September 30, 2001.
Filed the Notice from Department of Education regarding the division of
Whitepine School District #286, providing an election shall be held on
December 12, 2000 and providing the County Clerk shall conduct said
election.
Approved, signed, filed a request for a 1 year increment increase for Leah
Peterson, Auditor Assistant, Auditor/Recorder, Department 01B, Line 03,
effective September 1, 2000.
Approved, signed, filed the Findings of Fact and Conclusions of Law
regarding Variance Request #598 by Gary Cole, for a variance from front yard
set-backs for a shop/storage building on a 2.97 acre parcel.
By Motion and Order approved the chair’s signature on the Bureau of Disaster
Services Obligating Document for $3309. BDS Form 76-10.
Approved, signed, filed the August 31, 2000 Court Assistance Monthly Report.
By Motion and Order authorized the Chair’s signature on an Assistance
Agreement/Amendment/Interagency Agreement (IAG) with the U.S. Environmental
Protection Agency, Region 10, for a Recycling Project at the Latah County
Fairgrounds.
By Motion and Order approved the chair’s signature on the Personal Services
Contract between Latah County and Daina Farthing, for continuing consultant
services for the Rural Development Office, in an amount not to exceed
$750.00 without prior approval by the Board of County Commissioners.
Contract will be effective upon approval of civil counsel and signature of
both parties.
All documents are available for inspection in the office of the
Clerk/Auditor/Recorder.
