Hmmm.  I thought I remembered reading that the whole purpose behind the
earth moving in the first place was to provide a suitable building site for
a planned and committed "big box" type retail outfit.  The scraping of the
hills, leveling and filling of the valleys, containment of runoff, and
soothing upset neighbors was done and there is no retail outfit ready to
move in??  Why then did it happen?
