2. Request for Reduced/Donated Bicycle Licenses from University of Idaho -
Dan Weaver
The International Friendship Association of the University of Idaho has a
program of acquiring donated bicycles for the students' use. They seek
financial assistance to help either defray the cost of licensing, or to
have the entire cost of licensing 100 bicycles be waived.
Council Agenda Item #2
ACTION: Recommend financial assistance; or take such other action as
deemed appropriate.
3. Marineau Lot Line Adjustment - Joel Plaskon
Adjoining property owners William Marineau (parcel #1) and Helen Wootton
(parcel #2) propose to change the property line separating their lots to
accommodate access to an existing barn as shown on the attached map; both
resulting lots meet minimum lot width and area requirements of the SR zone
in which they are located.

ACTION: Recommend approval of lot line adjustment, or take such other
action as deemed appropriate.

1. Approval of Minutes of August 7, 2000
2. July Accounts Payable - Katherine Sink
3. Professional Services Contract with Associated Architects - Gary Presol
On July 31, 2000, Public Works Committee and Administrative Committee
authorized staff to proceed with contract negotiation for design of
water/sewer department operation facility. The Contract will be revised by
the City Attorney.
Council Consent Agenda Item#1D
ACTION: Recommend acceptance of contract with Associated Architects to
design and provide construction management services for the water/sewer
department operations building; or take such other action as deemed
appropriate.
4. Grant Application For Pullman/Moscow Regional Airport - Robb Parish
The Pullman/Moscow Regional Airport seeks approval to apply for two grants
from the State of Idaho, Transportation Department, Division of
Aeronautics, to be used for specific, previously approved airport projects.
The grant amounts are for $650,000 and $500,000, and are for the purchase
of a new snowplow, fence, and runway safety improvements.

approval of the Mayor's signature thereon; or take such other action as
deemed appropriate.
5. Easement Modification for 1878 Rolling Hills Drive - Dean Weyen
This is a request for a easement modification in the NW corner of Lot #1
Block 1 Rolling Hills Second Addition to the City of Moscow. Reviewed by
Public Works/Finance Committee August 21, 2000.

3. Set Dates for Grant Request Council Workshop - Chris Bainbridge
During the budget process, Council appropriated $20,000 for financial
support grants to various organizations providing community services on
behalf of the City. The grant applications will be distributed soon and a
date needs to be set for a workshop session for Council to review the ap
plications and listen to organization presentations. The anticipated
deadline for the applications is October 6, 2000. The recommended workshop
date is Monday, October 23, 2000, at a time to be determined by Council.
ACTION: Set Grant Request Council Workshop and determine the meeting time
for October 23, 2000; or take such other action as deemed appropriate.
