COMMISSIONERS’ PROCEEDINGS
Week of July 31, 2000

Commissioners Loreca J. Stauber, Samuel G. Duncan and Paul J. Kimmell met in
regular session on Monday, July 31, 2000, Commissioners Stauber and Duncan
met in regular session on Wednesday, August 2, 2000.  The following actions
were taken:

Denied a request for a tax refund for 1999, in the amount of $1,113.40, by
Christopher Schlect for RPM077000B007A.

Approved a request to grant a home-owner’s exemption for 2000, by
Christopher Schlect for RPM077000B007A. Commissioners Duncan and Kimmell
voting for, Commissioner Stauber against.

By Motion and Order, approved the request for renewal of a second dwelling
by Jenny & Bill Warner, effective June 15, 2000 for one year.

By Motion and Order, approved the 1999/1998 Solid Waste Fees to the 2000
Property Tax Rolls.

By Motion and Order, approved the Certification of unpaid Sewer/Utility
Fees, Yield and Deferred Fees and Demand Taxes to the year 2000 tax bills.

Approved, signed, filed a request for Tuition Aid to North Idaho College by
Kimberly Anne Breckenridge.

Approved, signed, filed a request for Tuition Aid to College of Southern
Idaho by Dustin S. Fiscus.

Approved, signed, filed a request for Tuition Aid to North Idaho College by
Elizabeth A. Jordan.

Filed the resignation of James D. Martin, Detention Deputy, Sheriff’s
Office, Department 04E, Line 06, effective  August 11, 2000.

Filed the resignation of Chelsea Norton, Part-time Irregular Deputy Clerk,
Elections, Department 01C, Line 03, effective July 20, 2000.

Filed the Unemployment Insurance Eligibility Determination for Keith K.
Lincoln.  The claim was denied.

Signed and filed the Findings of Fact and Conclusions of Law, regarding a
petition of Gertrude Wagner to Rezone (#596) a 1.61 acre parcel from
Agriculture/Forestry (A/F) to Rural Residential (RR-1).  The property is
located on Highway 95, Milepost 360.7, adjacent to Peck’s Service Station,
in Section 3, Township 41 North, Range 5 West, B.M., in Latah County.
Petition was heard on July 24, 2000, and passed by the Board of County
Commissioners on July 31, 2000.

Approved, signed, filed a request by Susan Petersen to transfer freezer from
Social Services to Parks and Recreation.

By Motion and Order, approved the request of the County Clerk to purchase an
ETNet Election Software System and a Card Reader, the cost not to exceed
$16,560.

Approved, signed, filed a request by Andrew Grant to increase the fuel
budget line for the Parks & Recreation Department by $1200.

Resolution 2000-15 transferring funds from the Parks & Recreation - Phillips
Farm “B” Budget to the Parks & Recreation - Phillips Farm “A” Budget in the
amount of  $4,000; passed this 31st day of July, 2000.

Deliberations were conducted, having held a public hearing on July 17; by
Motion and Order, Denied the Scott Rezone (#595) Application, based on
recommendations set forth in Memorandum dated July 28, 2000, from Planning &
Building Director to the Board.  Further, the Board shall waive the
necessary fees for the applicant to re-apply.

Approved, signed, filed requests for Solid Waste Fee refunds, totaling
$244.94 by Dorothy Deseve, on parcels RP41N01E3257321201 and
RP41N01E3190011209.  Properties were sold after 2000 fees were paid.

Denied request for Solid Waste Fee cancellation request in the amount of
$182.84 by William Clemm, RP39N03W304852A, per Idaho Code.

By Motion and Order, Convened in Executive Session at 10:12 A.M. on August
2, 2000, to discuss Personnel Matters; pursuant to Idaho Code Section
67-2345 (1)(a)&(b). Adjourned at 11:04 A.M.

Approved, signed, filed the Commissioners’ Proceedings for the week of July
24, 2000.

By Motion and Order, approved the request to surplus old computer monitors.
Monitors may be offered to county employees and the general public on a
first-come-first-served basis, for $20.00 each, as set by the Assessor.  One
per purchaser, unless there are no takers by August 14, 2000.

By Motion and Order, approved the Chair’s signature on the HDRI-99-II-2
contract amendment for the Disaster Recovery Initiative Relocation Project
in Troy.

Approved, signed, filed a request to designate Mike Kinner, Information
Services Director, the contact person for Idaho Transportation Department’s
Division of Motor Vehicle printer upgrade.

By Motion and Order, approved the contribution of $139.20 to the Idaho
Association of Counties, to participate in the support of S1608, National
Forest Counties and Schools Coalition (NFCSC).

By Motion and Order renewed Blue Cross Medical (Traditional and PPO),
including Vision Three as insurance for Latah County Courthouse Employees
No. 20460 which is renewing for the period of October 1, 2000 through
September 30, 2001.  Current rates will be increased by 14% for medical and
a 5 cent increase for Vision Three on renewal.

By Motion and Order, rescinded Motion and Order renewing Blue Cross Medical
(Traditional and PPO), including Vision Three as insurance for Latah County
Courthouse Employees No. 20460.  Will be continued to August 7, 2000.

By Motion and Order, Convened in Executive Session at 2:28 P.M. on August 2,
2000, to discuss Indigent matters, pursuant to Idaho Code Section 67-2345
(1)(d). Adjourned at 2:53 P.M. One case approved, two cases denied.

By Motion and Order, Convened in Executive Session at 3:05 P.M. on August 2,
2000, to discuss Acquisition of Interest in Real Property, pursuant to Idaho
Code Section 67-2345 (1)(c). Adjourned at 3:12 P.M.

By Motion and Order, authorized the Planning Director on behalf of Latah
County to offer K&M Properties $129,135 to acquire their interest in the
former railroad right-of-way between Moscow and Troy.  The terms of the
offer and agreement are attached.
