Will  these trees be replaced, as per the city's tree ordinance?

I see where St. Mark's Church is going to remove all the trees it has along
first street.  Many of these trees were topped to allow power lines to have
free access.  Is this process the same as the process used by the mall to
propose removing it's trees along the Pullman Hwy?
