approved BOCC proceedings for the week of April 10, 2000



COMMISSIONERS’ PROCEEDINGS
Week of April 10, 2000

Commissioners Loreca J. Stauber, Samuel G. Duncan, and Paul J. Kimmell met
in regular session.  The following actions were taken:

Motion and Order to open as a Board of Equalization for one day, from 8:25
a.m. to 4:55 p.m., April 10, 2000.

Approved, signed, filed State/Local Agreement between Idaho Transportation
Department and Latah County.  The county has requested the state provide
appraisal of right-of-way for the county’s Latah Trail Project, estimated to
cost $5,000.

Approved, signed, filed Commissioners’ Proceedings for week of April 3,
2000.

Approved, signed, filed request to hire Emily R. Mills as A02, Part-time
Irregular Special Hire.  BOCC Administration, Department 05A, Line 07.
Effective April 3, 2000.

Approved, signed, filed request to hire Daina Farthing as A010, Interim
Part-time Irregular Rural Development Coordinator.  Rural Development
Department, Department 05I, Line 01.  Effective April 4, 2000.

Approved, signed, filed request to hire Crystal Jones as A03 + 6 months.
Temporary Part-time Irregular Housekeeper, Buildings & Grounds.  Department
05F, Line 09.  Effective April 7, 2000.

Approved, signed, filed request to hire Pamela Middlemas as PS4,
Communications Specialist, Sheriff’s Office.  Department 04D, Line 04.
Effective April 4, 2000.

Approved, signed, filed 2-year increment increase for Anne Haynes as
Part-time Irregular Detention Cook Assistant, Sheriff’s Detention.
Department 04E, Line 16.  Effective November 1, 1999.

Approved, signed, filed 3-year increment increase for Monte Russell as PS4
Detention Deputy, Sheriff’s Detention.  Department 04E, Line 07.  Effective
April 1, 2000.

Approved, signed, filed request to hire Debbie A. Fitting as A06 + 1, Deputy
Court Clerk I, Clerk of the District Court.  Department 01A, Line 08.
Effective May 1, 2000.

Filed Public Defender hours for March 2000 as submitted by Gregory C.
Dickison.

Filed Public Defender hours for March 2000 as submitted by D. Ray Barker.

Filed Public Defender hours for March 2000 as submitted by Brian D. Thie.

Motion and Order to approve Chair’s signature on Idaho State Bureau of
Disaster Services obligating document for award/amendment for the second
quarter of the fiscal year, EMS-2000-GR-3031.

Motion and Order to relocate Communications Tower from Adams Street location
to courthouse roof.  Expense not to exceed $7,200 to come from
08-18-0808-21, Justice Remodel, subject to operational details and securing
necessary permits.

Resolution 2000-07 transferring cash balance from “Current Expense - 01” to
cash balance “Bond Redemption - 05.”  Whereas it is necessary to provide
funds to make the next payment of principal and interest in the amount of
$189,543.25 as budgeted on the Latah Care Center Bond on May 1, 2000, and
the cash balance of -05 - Bond Redemption is $150,617.88, it will be
necessary to transfer cash to that account to make said payment, from
“Current Expense - 01” where there is available cash.  The County Auditor is
directed to transfer $38,000, which shall be reimbursed to that fund line
upon distribution of the second half 1999 tax monies.  Passed and adopted
this 10th day of April, 2000.

Signed and filed request from the Freemont County Commissioners to place on
the primary ballot  an advisory ballot question regarding support/opposition
of federal policy advocating road closure in Targhee National Forest.  Latah
County Commissioners declined the opportunity.

Motion and Order to approve chair’s signature on the Corp of Engineer
Emergency Assistance Agreement upon acceptance by the Corp, of the addition
of the following amendment to Paragraph 2A: “the sole remedy for any failure
on sponsor’s part to comply with this requirement shall be to excuse the
Government from performance that is prevented thereby.”

Sitting as a Board of Equalization, Motion and Order to approve the Casualty
Loss Adjustment requested by John A. and Gwendolyn Deobald, MHK1450028001B,
in the amount of $7098 to be removed from the 2000 rolls, due to structural
fire;  $882 value would be retained for the 42 days prior to the fire.

Motion and Order to close as a Board of Equalization, April 10, 2000.

Motion and Order to Convene in Executive Session at 11:01 A.M. on April 10,
2000 to discuss Indigent matters pursuant to Idaho Code, Section 67-2345
(1)(d).  Adjourned at 11:09 A.M.  4 cases approved, 3 cases denied.

Motion and Order to establish a Sheriff’s Youth Programs Fund 89-00 for
funds collected from Idaho youth license plates, pursuant to Idaho Code
49-418B.

Motion and Order to approve the Chair’s signature on the mid-project and
final progress report for the 1998 Juvenile Accountability Incentive Block
Grant.
