COMMISSIONERS’ PROCEEDINGS
Week of March 27, 2000
Commissioners Loreca J. Stauber, Samuel G. Duncan, and Paul J. Kimmell met
in regular session. The following actions were taken:
Approved, signed, filed Commissioners’ Proceedings for week of March 20,
2000.
Approved, signed, filed Request for Amended Liquor License Renewal from The
Moscow Dutch Goose, Inc., dba Dutch Goose, 226 W. 6th Street, Moscow.
Motion and Order to waive permit fees associated with the construction of an
announcer stand at Potlatch’s Upper City Park, sponsored by City of
Potlatch, Potlatch Lion’s Club, and Timbersport.
Approved, signed, filed letter from the City of Troy requesting the Idaho
Transportation Department extend its appraisal of right of way .75 miles
beyond Troy City boundary. The Board will send ITD a letter of approval and
support.
Motion and Order to amend Resolution #2000-04 Latah Trail Project to
Resolution #2000-04A; Resolution #2000-04 was already used, this change will
correct the duplication of numbers.
Signed and filed Final Decision and Order by the Idaho Board of Tax Appeals
in the matter of Appeal Nos. 99-A-7514 and 99-A-7545 by Demetrius J. and
Toni J. Koubourlis for Parcel Nos. RPM1140001018A; and PRM00000088930A,
RPM00000088935A, and RPM00000088400A. The decisions of the Latah County
Board of Equalization are reversed.
Approved, signed, filed request for tax cancellation by Demetrius J.
Koubourlis, Parcel Nos. RPM1140001018A; and PRM00000088930A,
RPM00000088935A, and RPM00000088400A, pursuant to Board of Tax Appeal
decision of Appeals 99-A-7514 and 99-A-7545.
Approved, signed, filed request for 6-month increment increase for Skye A.
Shelly as A011 Juvenile Probation Officer, Youth Services. Department 08A,
Line 06. Effective April 1, 2000.
Approved, signed, filed request for 6-month increment increase for James
Lincoln Hathaway, as A011 Juvenile Probation Officer, Youth Services.

Approved, signed, filed request for 6-month increment increase for Daniel A.
McCarty as Part-time Regular A08-A09 4-H Program Assistant. Department 10,
Line 5. Effective February 26, 2000.
Approved indemnity bond and authorized county warrant to Northwest
Invironcon in the amount of $4,650.
Convened in Executive Session at 10:03 A.M. on March 27, 2000 to discuss
Personnel matters pursuant to Idaho Code, Section 67-2345 (1)(a)&(b).
Adjourned at 10:27 A.M.
Motion and Order to approve the Chair’s signature on the Addendum to
Geographic Mapping Consultant Contract for drafting and mapping between
Latah County and Geographic Mapping Consultants, to prepare preliminary
ownership and right of way plans for approximately 12 miles of existing
railroad right of way between Moscow and Troy. Compensation in the amount
of $5,875.00; additional time, if requested/approved will be paid at $45.00
an hour. Services will be provided 45 calendar days from assignment.
Motion and Order to convene a committee to search for and hire a new Rural
Development Coordinator. Committee to consist of Steve Fiscus, Susan
Petersen, Jeff Crouch, Gerard Billington, and Loreca Stauber as ex-officio
member.
Convened in Executive Session at 10:05 A.M. on March 29, 2000 to discuss
Indigent matters pursuant to Idaho Code, Section 67-2345 (1)(d). Adjourned
at 10:56 A.M. 3 cases approved, 4 cases denied.
The Board of Commissioners met with the Whitman Board of Commissioners on
March 29, at 12:00 noon in Pullman, Washington, to discuss issues mutual
concern to both Counties. It was discussed that they may want to schedule a
quarterly meeting on a regular basis to discuss issues that affect both
Counties and the possibility of joint solutions.
Motion and Order to approve the Chair’s signature on the Tobacco Tax
Mini-Grants pursuant to the Joint Powers Agreements for: Potlatch School
District, $2,000; Whitepine School District-Troy, $8,000; Whitepine School
District-Deary, $1,479; Moscow School District, $20,000. Effective May 2000
to June 2001.
