Hmmm!  Perhaps the first question we should all ask is

     "What benefit does any business receive for building in the park?"

If the only benefit is the difference between the cost of an "unimproved
lot" and an "improved lot" then why would any business that is just
beginning to be successful want to build there when so many other
communities are willing to provide real ongoing benefits?

If there are additional benefits to be gained by building in the park, what
are they? and How are they provided?

If a business buys a lot in the park, the city receives taxes based on an
"unimproved lot"(?), all other taxing entities receives taxes based on an
"improved lot"(?), and the increased amount of taxes that would have
normally gone to the city for an "improved lot" go to pay for the
improvements.  When a building is built, then all taxes the city would
normally receive from the building would go to pay for the improvements, and
all other taxing entities would just receive their normal increase?

Finally, I do not understand the connection that has been stated between a
park with a low occupancy rate, and the increased number of businesses in
the surrounding area, unless there is some "unseen" benefit derived from
building in an area where there is a sparingly used tech park
