BOCC's approved proceedings for week of April 20, 2000



COMMISSIONERS’ PROCEEDINGS
Week of March 20, 2000

Commissioners Loreca J. Stauber, Samuel G. Duncan, and Paul J. Kimmell met
in regular session.  The following actions were taken:

Approved, signed, filed Commissioners’ Proceedings for week of March 13,
2000.

Approved, signed, filed request for 5-year increment increase for Michelle
M. Evans, A014 Deputy Prosecutor, Prosecuting Attorney, Department 07, Line
03.  Effective March 1, 2000.

Approved, signed, filed request for reclassification/pay grade increase for
Jesse S. Flowers, from A011 to A012, System Administrator, Information
Services, Department 05E, Line 04. Effective April 1, 2000.

Approved, signed, filed request for reclassification/pay grade increase for
Stacey Chapman, from A07 to A08/09, Deputy Clerk/Recorder, Auditor/Recorder,
Department 01B, Line 05.  Effective March 1, 2000.

Filed Fee Report for February 1, 2000 through February 29, 2000,
Clerk/Auditor/Recorder.

Resolution 2000-05 to transfer $79,249.33 cash from the Solid Waste
Investment Cash Fund Account (30-00) to the Solid Waste Collections Cash
Account (23-00).  This will leave a balance of $130,000.00 in the Solid
Waste Investment Cash Fund Account (30-00).  This amount shall continue to
be kept apart and separate from other county funds; and the interest created
continued to be reinvested to that fund by the County Treasurer and
reflected by a monthly Auditor’s Certificate; passed and adopted the 20th
day of March, 2000.

Motion and Order to authorize the Chair’s signature on the obligating
document for award/amendment for Bureau of Disaster Services Agreement
#EMS-2000-GR-3031.

Approved, signed and filed Request for Amended Liquor License
Renewal/Transfer from Moscue, Inc., dba Mingles, 102 S. Main, Moscow.

Approved, signed, filed Memorandum from Sheriff Crouch to hire a Tobacco
Inspection Coordinator, at no cost to the county, to administer the
grant-funded program, amending the Table of Organization to reflect
position, contingent upon continued funding.

Motion and Order authorizing submission of application for the Edward Byrne
Memorial State and Local Law Enforcement Assistance Formula Grant Program in
support of Sheriff Office’s narcotics and criminal enforcement activities.
A final budget will be presented to the Latah Board of County Commissioners
upon grant application with Latah County’s in-kind match.  Sheriff Crouch
will be the Project Director.

Motion and Order to approve the expenditure of $100,000 for the acquisition
of lands for the Latah Trail Project as the County’s match for the Latah
Trail Project.

Signed and filed WindStar Project Completion Checklist for AS/400
installation.

Approved, signed, filed Request for Liquor License Transfer from Circle K to
JOPO, Inc. dba Zip Trip #34, 1314 S. Main, Moscow.

Signed and filed letter from Moscow Mayor, Marshall Comstock inviting Don
Bafus, Latah County Solid Waste Department, to continue to serve as an
ex-officio member on the Health and Environment Commission.

Convened in Executive Session at 10:00 A.M. on March 22, 2000 to discuss
Indigent matters pursuant to Idaho Code, Section 67-2345 (1)(d).  Adjourned
at 10:31 A.M. 4 cases approved, 3 cases denied.

All documents are available for inspection in the office of the
Clerk/Auditor/Recorder.
