I oppose this solution for many obvious reasons. As for improved law
enforcement facilities, yes, they are needed. But how about State and
Federal grants, incl. CDBG money, for such things? We contribute each
year to the state fraternal order of police fund to help them out in
retirement benefits, which are apparently poor. But as for brick and
concrete, that's a clear govt. responsibility. The Feds under
Clinton-Gore have gotten lots of $$ from Congress for upgrading municipal
police -- what has Moscow rec'd if anything??
