>From what I have read there is still a good deal that
bothers me about what is apparently an imminent
conversion of Highway 95 to four lanes between
Lewiston and Moscow. (By the way, I have been
commuting this route for 11 years now.)
I am particularly puzzled by:
1) ...how we got to this point. (i.e. How
then-Senator Kempthorne determined, without conducting
any public hearings, that this would be the best use
of the 17 million dollars of federal funds now
earmarked for the project, as opposed to using the
money to first improve the overall safety of Idaho's
north-south highways (95 and 55).
2) ...whether or not there is an Environmental Impact
Statement process taking place.
3) ...why there has been concern expressed by
engineers and other decision-makers about preserving
farmland but not necessarily the same concern about
wildlife habitat.
4) ...why this much money would be spent on a project
and not incorporate a Moscow bypass as part of it.
In my mind the pieces of the puzzle just aren't
fitting.
Thanks to David Sarff for providing info. on upcoming
meetings although I am still miffed that the meetings
are not starting in the evenings when most working
folks can be there from the onset. What's up with
that?!
And does anyone know of the meetings' format?
