I can't imagine what genre of literature your product will end up in.  An 
entire book devoted to the rather hoodlum-ish antics of a small town police 
chief?  And alleged antics, to boot.

I've only interacted with Chief Weaver once, and through another person.  He 
was extremely helpful in solving the problem that was happening.

You likely should start ducking process servers...
