Week of January 24, 2000
Commissioners Loreca J. Stauber, Samuel G. Duncan and Paul J. Kimmell met in
regular session. The following actions were taken:
Approved, signed, filed request for 1999 Tax Cancellation for MH15CT00204A
due to hardship.
Approved Commissioners’ Proceedings for week of January 19, 2000.
Approved, signed, filed request for Tax Cancellation by Judith Johnston,
SPJ108. Should have been removed in 1999, but was not due to office error.
Filed resignation of Laurie Putnam, Communications Specialist, Sheriff’s
Office. Department 04D, Line 04. Effective February 6, 2000.
Approved, signed, filed request to hire Michael L. Kinner as FLSA exempt,
“At Will” Information Services Director, Information Services Department,
Department 05D, Line 01. Effective January 21, 2000.
Approved, signed, filed request for Jesse Flowers to return to status as
Systems Analyst from Interim Information Services Director, as new director
has been hired. Information Services Department. Department 05E, Line 04.
Effective January 21, 2000.
Motion and Order to approve the purchase of refreshments for the Burning
Forum to be held on Saturday, Sponsored by the Latah Board of County
Commissioners and the League of Women Voters, not to exceed $200.00. To be
funded from 01-05-23-0025, Rural Development fund.
Filed notice of Claimant/Employer Separation Statement for David D. Aichele.
Filed Notice of Summons and Complaint in Civil Case CV-0000028, Michael
Connolly vs. Latah County and is asking for an excess of $300,000 plus
attorney fees and costs.
Approved, signed, filed Tuition Aid request from Stacie Proctor to North
Idaho College.
Motion and Order to approve Chair’s Signature on Certificate of Title for
trade-in of 1995 Dodge Dakota Truck, Vin# 1B7GG23Y6SS124336.
Motion and Order to Approve submission of Section 157 Occupant Protection
Grant Application to Idaho Office of Highway Safety for Fiscal Year 2000 for
$34,450.60 for Sheriff’s Office. Lt. Kramer from the Sheriff’s Office will
be the authorized grant manager.
Motion and Order to reappoint Bob Jahns to be the County’s representative to
the Airport Board from January 1, 2000 through December 31, 2000.
Approved, signed, filed request for refund of 80% of Building Permit #99-065
in the amount of $305.58 by Barin and Melissa Butterfield. The project was
never started and no inspections were performed.
Motion and Order to approve Chair’s Signature on Idaho Bureau of Disaster
Services Application Grant for assistance for $54,412.00 for October 1, 1999
through September 30, 2000.
Filed letter from Charley McKetta regarding hanger concerns at Moscow
Pullman Airport. Board has asked he submit letter requesting action from
the county. Board will forward copy to civil counsel for review prior to
taking action.
Motion and Order directing the Clerk-Auditor to proceed with the Court
Facilities remodeling, as previously approved for Courtroom 3 and the Jury
Room. Project will be funded from District Court Unencumbered Fund Balance
Court Facility 83-00, Justice Remodel Fund.
Motion and Order to deny the proposed amendments to the Latah Building Code
Ordinance #210, providing for standards for manufactured homes to meet local
snow loads.
Convened in Executive Session at 10:25 A.M. on January 26, 2000, to discuss
Indigent matters, pursuant to Idaho Code Section 67-2345 (1)(d). Adjourned
at 10:42 A.M. 4 cases approved, 4 cases denied.
Convened in Executive Session at 11:02 A.M. on January 26, 2000, to discuss
Personnel matters, pursuant to Idaho Code Section 67-2345 (1)(a)&(b).
Adjourned at 11:18 A.M.
Motion and Order to accept the withdrawal of resignation of Carol Alexander
and rescind the personnel change request form received January 19, 2000
requesting resignation to be effective February 3, 2000.
Filed memo from Gerard Billington, Planning and Building Director, regarding
determination of project priority by the Board. The Board directs that the
Latah Trail project will receive the highest priority among tasks assigned.
Motion and Order: whereas Invitation for bids was published in accordance
with Idaho Code bid requirements for the purchase of an IBM AS400 model 720
computer and hardware; whereas the Board of County Commissioners met to open
the sealed bids in open public meeting; whereas there were two bids
received, COMPUTER ART, INC. at $66, 510.00 and WINDSTAR GROUP, INC. at
$62,285.04; whereas the lower bidder was WINDSTAR GROUP, INC., the board, in
accordance with Idaho Code 31-4003 (3), which states when an expenditure
exceeds twenty-five thousand dollars, the bid shall be awarded to the lowest
possible bidder, hereby awards said bid to WINDSTAR GROUP, INC.
Motion and Order to authorize the Chair’s signature on four copies of the
pre-approved (January 19, 2000) “Robinson Park RV Enhancement and
Accessibility Project” grant proposal to Idaho State Parks & Recreation.
Tentative budget is attached which may be amended pending commitment letter
for matching funds for labor. Andrew Grant, Director of Parks and
Recreation will be the authorized grant manager.
Motion and Order to authorize the Director of Parks and Recreation to
implement an internship program for the County Parks and Recreation
Department for community outreach assistance, program assistance, and Park
Aide and a Recreational Study Assistant at no monetary commitment at this
time from the county.
Motion and Order to forward the nomination of Gary O’Keefe to the Governor’s
Award for Excellence.
Filed letter from Charley McKetta. The Board will urge the Airport Board
Representative Bob Jahns to present the position of the Pullman Hangers
Association in dealing with the Airport Board.
Motion and Order to send letters requesting participation and cooperation of
the cities of Moscow and Troy in the 2003 Grant application to secure
funding from the Idaho Transportation Department for the Latah Trail
Project.
