Discretion and judgement in rank training have some weakness's in
power/judgement predictability.
I know a person who was in the military and also had access to a
limousine...could pack anyone they wanted into the the tinted glass behemoth
and drive right past the MP's.
This person was a ranking officer and when the MP's would take one look at
the ID they would just snap to attention. You see the MP's had to figure if
this powerful person was driving...then who was in the back
seat's?.....(better not chance giving them a hard a hard time).
Damned if you do and damned if you don't.
I do not envy people in sytems of rank.

I had a very kind officer pull me over for running a red light.
Did not do it on purpose...Not being a clean cut individual...I knew I was
toast.
The story is to long but the bottom line was he figured I got a heck of a
wake up call and he let me off.
Here is a simple far reaching Idea that you may think is unrelated but I
think in the end it would pan out... please do not be offended by my
word's...just consider the concept. If every paper pusher would go out and
spend as much time doing manual labor...as every laborer has to deal with
paper work.. I can promiss you more good work(Like snow removal) would get
done in this world.
