It seems that Moscow have been through this cycle
before when The Moscow Mall opened and then the
Palouse Empire Mall.  We no sooner get the downtown
built up and then large companies come along and force
everyone to close or move.  I think a better stratage
would be how to prevent, in the future, large
businesses from ousting the little guy.

Would this be something that falls into the planning
and zoning laps?
