ducks

There is a small man-made pond just off Highway 95 north of Moscow that is
filled with ducks from time to time. Upon closer inspection I've noticed
these "ducks" are decoys. They made me laugh and wonder because often when I
go buy these ducks are in different positions and sometimes completely gone
and then reappear in the next few days. One day the ducks all had their
heads down in the water with their butts in the air. I had to stop the car
there and laugh and wonder about the humor of this person.

My question to the group here is, does anyone know who owns that land and
who is the person with the ducks?
