COMMISSIONERS PROCEEDINGS
Week of December 6, 1999
Commissioners Loreca J. Stauber, Samuel G. Duncan and Paul J. Kimmell met in
regular session. The following actions were taken:
Motion and Order to schedule Department Heads/Elected Officials meeting the
first Monday of each month from 9:00 to 10:30 A.M.
Motion and Order to appoint a committee to find facts and advise the Board
regarding Latah Health Services and whether its operator(s) is in compliance
with the applicable provisions of the law; said committee to be comprised of
the County Assessor, a representative of the Auditor’s Office, civil counsel
(advisory only), and three members of the public. The committee report is
due in approximately 2 months.
Motion and Order to approve Chair’s signature on memo to Shelley Bennett
regarding lease for Eastside Marketplace.

Denied request for tax cancellation by James E. & Sheri D. Kondo,
RPJ1390002015A. Did not file homeowner’s exemption in time to be included in
assessment cycle.
Approved, signed, filed tax cancellation request by Carol Bonnischsen,
RPG1380013009A. County failed to give credit for homeowner exemption which
was on file.
Approved, signed, filed tax cancellation request by Robert Parkins, PPP190.
Due to non-report, amount was doubled. He has now given an accurate report
and value was adjusted.

not file homeowner’s exemption in time to be included in assessment cycle.

Filed Monthly ICRMP Claims Loss Run for month of October, 1999.
Filed Tort Claim Notice for damages in excess of $2,500,000.00 against Latah
County, Latah County Sheriff and Latah County Prosecuting Attorney by
Colette A. Cohen & Robert H. Cohen, Aurialle M. & Lander T. Cohen.
Filed Notice of Loss to ICRMP for damage claim of approximately $4,357.00,
to a boiler on or about November 7, 1999, located at Latah Health Services.
Motion and Order to authorize Chair’s signature on ICRMP Statement of Values
and Public Entity Application and Survey Form, the Law Enforcement
Professional Liability Application, and the Public Officials’ Claims Made
Liability Insurance Application.
Motion and Order to establish terms of 3 years, 2 years, and 1 year
appointments, initially, for the Latah County Board of Community Guardians,
then all positions will be for two years thereafter, to effect staggering of
terms.
Filed GTE Northwest Incorporated and Latah County Telecommunications Network
Service Agreement. Effective July 28, 1999.
Motion and Order to close as the Board of Equalization, December 6, 1999 at
4:55 p.m.

non-functioning line printers (missing parts) to be disposed of and/or given
to agencies who can use them.
Motion and Order to authorize the Chair’s signature on United Rentals
Application for Credit. The account is to be established for the purpose of
GENSET (100KW) generator rental.
