I am surprised by the number of Trade Ministers (particularly of developing 
nations) who complain that the promises of free trade are thus far 
hollow--The Jamaican minister, for example, said that since implementing 
WTO mandates in 1994, overall Jamaican trade has doubled, but most of that 
is in imports of consumer products.
