Waste Coordinator Fund (22-00) to the Solid Waste Investment Cash Account

“Solid Waste Investment Fund - 00-30” to “Cash Balance Solid Waste
Collections -23-00”, $20, 004.86.

Motion and Order to approved the “Special Agreements” form and authorize
Sheriff Crouch to sign these agreements on behalf of Latah County with the
understanding that any agreement so signed by Sheriff Crouch will be brought
before the Board at its next weekly review for ratification of the Sheriff’s
action.
Motion and Order to appoint Jesse Flowers as the Interim Director of Latah
County Information Services Department. Appointment shall remain in effect
until permanent appointment of the same.
Motion and Order to create a search committee for Information Services
Director for Latah County. Committee comprised of a representative of the
following offices: Assessor’s Office, Planning and Building, Sheriff’s
Office, and Prosecutor’s Office. BOCC Chairman will serve as “Ex-Officio”
member. Interim Director of Information Services well serve in an advisory
capacity to committee.
Motion and Order to direct Solid Waste Coordinator to expand hours at the
bulky waste site at Potlatch to two additional days per month. Additional
costs will be shared by Latah County, at $363.29 and City of Potlatch, at
$244.15. Additionally, Latah Sanitation will implement pilot project for
yard waste at the site at not cost to Latah County.
Convened in Executive Session at 10:17 A.M. on November 17, 1999, to discuss
indigent matters, pursuant to Idaho Code Section 67-2345 (1) (d). Adjourned
at 10:50 A.M. Six cases approved, four cases denied.
Approved, signed, filed request from Interim Information Services Director
to have access to IS Department Visa and petty cash for authorized
purchases.
Approved job advertisement for Latah County Information Services Director to
be published by Search Committee.
Filed Inquiry on Health Insurance Program for Public Entities in Idaho from
ICRIMP.
Motion and Order to purchase additional seating for Room 2B, including 10
new (armless) chairs and 2 larger chairs to accommodate special needs.
Motion and Order to approve the Chair’s signature on an Indoor Air Quality
Agreement for the Latah Health Services Facility between Latah County and
Point Source Solutions.
Motion and Order to rescind Motion approving Chair’s Signature on Indoor Air
Quality Agreement, due to lack of effective dates and terms.
Public Hearing was held to receive comments on an ordinance establishing
solid waste disposal system and solid waste collection system for Latah
County, Idaho; providing for authority; purpose, title, scope and repeal of
prior ordinance; definitions; providing regulations governing rural
container system, rural solid waste collection system, landfills and other
funding of maintenance and operation, accumulation of solid waste, special
permits, tire waste management, contracts, solid waste coordinator,
severability; providing for enforcement and effective date of ordinance;
pursuant to and in compliance with Chapter 44 Title 31, and Chapter 65,
Title 39 of the Idaho Code. No public was present, however input was
provided by Solid Waste Coordinator and Commissioners. Board took the matter
under advisement and deferred final deliberation until November 22, 1999.
Approved, signed, filed Resolution 99-27 to authorize the Solid Waste
Coordinator to approve or deny solid waste fee exemptions with the exception
of exemptions for hardship and refunds.
