The legislative process to replace a City
Councilperson is similar to the appointment of a Supreme Court Judge. The
Mayor makes a nomination to the Council. If a majority of the Council
agree with the Mayor's choice, that person becomes a member of the
Council. It is the Mayor's prerogative to
nominate anyone he wishes.
In my opinion, it would be best if the Mayor
nominates someone that would be unanimously approved by the Council. The
Council needs to work as a team. We don't always have to agree, but it
would not be good to start a new term with one or more of the elected council
voting against a nomination.
The City of Moscow is fortunate to have Marshall
Comstock as our Mayor. I fully expect him to nominate someone that will in
fact receive unanimous approval. It will of course be impossible for him
to nominate a person that will please everyone in the City of
Moscow.
The first thing we have to do is wait for
Councilman Tony Johnson to resign. I for one hope he changes his
mind.
