Reform Party Congressional Candidate

Does anyone know anything about
Chris Carlton, the first Reform Party candidate 
for Helen's soon-to-be-vacant congressional seat?

As an Independent hoping for a three or four party
system in Idaho and nationally, I'd like to learn
more.
