3. Moscow Food Co-op Loading Dock - Randy Fife/Dean Weyen
A complaint has been lodged by an adjacent property owner regarding the
recent reconfiguration and resultant use of an existing loading dock at the
rear of the new Moscow Food Co-op facility. City staff have been unable to
propose a solution acceptable to both the complainant and Co-op management,
and are therefore referring the matter to the Public Works/Finance
committee for further direction.
ACTION: Direct Staff Regarding Disposition of the Matter
4. Bid Opening - Berman Creekside Park - Roger Blanchard
Bids were opened at 10:00 a.m. Friday, August 13, 1999, for grading and
paving at Berman Creekside Park. The Parks and Recreation Department
reviewed the bids. Two bids were received: Adairco and Poe. Staff
recommends accepting the low bid of Adairco and to use funds from Phase II
budgeted for fiscal 2000 to pay the shortfall between that which was
budgeted and the bided amount.

ACTION: Recommend authorizing the use of funds from Phase II budgeted for
fiscal 2000 to pay the shortfall between the amount budgeted and amount
bided, acceptance of the low bid from Adairco and authorize staff to
prepare necessary documents for Mayor's signature.

Public Works/Finance Committee reviewed accounts payable for the month of
July 1999, and recommends approval of the following:

2. Public Hearing - 7:30 p.m. - Transfer of Control of TV Cable Franchise
from Century Communications Corporation to Adelphia Communications - Randy
Fife
The Cable TV Franchise Agreement provides for a public hearing to be held
regarding the technical, legal, and financial qualifications of the
prospective controlling party to provide cable television services to
Moscow's customers. Transfer must be approved unless it can be shown that
the City or subscribers will be damaged by the transfer. Reviewed by
Council August 2, 1999.
ACTION:
1. Determine whether the City or Cable TV subscribers will be damaged by
the proposed transfer
2. Approve or deny Resolution approving transfer and authorize Mayor's
signature thereon
3. Direct staff to prepare appropriate documents approving or rejecting
proposed transfer, and
authorize Mayor's signature thereon.
3. Adoption of the more current Editions of the Uniform Codes (Building,
Plumbing, Electrical, Housing, Mechanical, Abatement and Dangerous
Building, Administrative, and Building Conservation) - Larry Betts
The Building Code Review Committee has reviewed the above referenced
uniform codes and recommends their adoption, with some amendments.
Reviewed by the Administrative Committee June 28, 1999.
ACTION: Reject Ordinance Adopting Codes, or approve Ordinance on first
reading or under suspension of the rules requiring three separate and
complete readings, and that the Ordinance be read by title only.
