Approved, signed and filed Commissioner’s proceedings for the week of July
26, 1999.

Motion and Order to approve the 1999 tax roll certification as submitted by
the Treasurer and Solid Waste Office 1998 and 1999 for commercial and
individual accounts.

Approved, signed, and filed request for cancellation of taxes on Parcel
Number RPD1290019001AA, for 1996; due to hardship.

Approved, signed, and filed request for cancellation of taxes on Parcel
Number RPP15200180050A, for 1996; due to hardship.

Approved, signed and filed Sheriff’s recommendation to not request a
three-year Increment Eligibility for Christopher Kimsey, Sheriff’s Reserve,
Table of Organization Department 04F, Line 05.  Sheriff’s Office.  Effective
August 2, 1999.

Motion and Order to approve the Chair’s signature on Thomas Plat for second
sub-division as presented by County Planner.

Motion and Order to approve the Chair’s signature on letter to Idaho
Department of Transportation for conjoint proposal from Cities of Troy,
Moscow, and Latah County concerning Latah Trail acquisition.

Motion and Order, in accordance with Resolution 99-02, adopted on March 22,
1999, create a dedicated fund for the Latah Trail Project in the amount of
$50,000; funds to be transferred from Current Expense Unencumbered Fund
Balance and direct the County Auditor to take the necessary steps to open
the budget and transfer said funds.

Motion and Order to copyright Rural Address Book, replacing cover sheet for
copies already distributed.  Sheriff and Assessor may authorize copies.
Surveyor Duane Priest to complete Copyright Application and present to
Chairman for signature.

Convened in Executive Session at 10:03 a.m. on August 2, 1999 to discuss
personnel matters pursuant to Idaho Code Section 67-2345 (1)(a)&(b).

Convened in Executive Session at 11:01 a.m. on August 2, 1999 to discuss
personnel matters pursuant to Idaho Code Section 67-2345 (1)(a)&(b).
Adjourned 11:28 a.m.

Convened in Executive Session at 9:01 a.m. on August 3, 1999 to discuss
Labor Negotiations or acquisition of an interest in real property; pursuant
to Idaho Code Section 67-2345 (1)(c).  Adjourned 9:14 a.m.

Motion and Order to accept proposal by Ruen-Yeager & Associates, Inc. for
$7,456.12 for engineering services on the HUD Relocation Grant, and
authorize the Chair’s signature on the contract, contingent upon review,
clarification if needed by Civil Counsel.

Convened in Executive Session at 9:01 a.m. on August 4, 1999, to discuss
records that are exempt from public inspection; indigent cases pursuant to
Idaho Code Section 67-2345(1)(d). Adjourned at 9:40 a.m.  5 cases approved
and 3 cases denied.

Motion and Order to designate Lynn Cameron as Broker of Record and go with
TASC (Total Administrative Services Corporation) flexible benefit plan.

Motion and Order to rescind the motion designating Lynn Cameron as Broker of
Record; and go with the TASC flexible benefit plan for lack of effective
date and length.

Motion and Order to designate Lynn Cameron as Broker of Record for the Latah
County employee Flexible Benefits Plan with TASC for October 1, 1999 through
September 31, 2000.
