1.	Approval of Minutes of July 26, 1999

2.	Wastewater Treatment Plant Issue - Gary J. Riedner/Dana Wetzel
The Council approved the plan for upgrade of the Waste Water Treatment 
Plant and has approved the employment of an engineer for design (Kimball 
Engineering) and selection of bond counsel (Wetzel and Wetzel). On February 
16, 1999, Council directed staff to obtain DEQ loan funds to assist in the 
finance of the plant upgrade and to apply for judicial confirmation of the 
upgrade project. Pursuant to that direction, Dana Wetzel has prepared the 
following Ordinance and has defined steps to be taken in the process:
A.  Proposed Bond Ordinance for Wastewater Treatment Plant Upgrade
B.   Approval of Judicial Confirmation process
C.  Setting Public Hearing for September 7, 1999 for Judicial Confirmation 
Petition
									Council Agenda Item #4
ACTION:
(A) Reject Ordinance; or approve summary and adoption of Bond Ordinance on 
first reading or under suspension of the rules requiring three full and 
complete readings and that it be read by title only;
(B) Approve Judicial Confirmation process;
(C) Set Public Hearing for September 7, 1999.

3.	Agreement for Property Exchange with Moscow School District #281 - Gary 
J. Riedner
Moscow School District has approached the City with a request to acquire 
the 3.19-acre parcel east of the Moscow Animal Shelter.  This property was 
the subject of a possible exchange with the School District when the City 
was negotiating for the acquisition of the 1912 Moscow High School.

ACTION:  Recommend approving the property exchange and authorize Mayor's 
signature upon the agreement and direct staff to prepare relevant documents 
to facilitate the exchange and authorize Mayor's execution or those 
documents; or take such other action as deemed appropriate.

4.	Agreement for Purchase of Property from Idaho Department of Employment - 
Gary J. Riedner
A public hearing was held on Wednesday, July 28, 1999 at the Moscow State 
Employment Office regarding the proposal by Idaho State Department of Lands 
to transfer the facility located just to the east of City Hall, to the City 
of Moscow for the sum of $246,000.  There was no objection to the transfer 
and the Department of Lands is proposing the attached agreement be executed 
by the City for the purchase.  The purchase was funded in the fiscal 
1998-99 budget and requires $24,500 earnest money to be paid immediately 
upon execution of the document, and the balance is due upon the Department 
of Employment's move to their facility currently being constructed along 
State Highway 8 just to the east of the Eastside Marketplace.

ACTION:  Recommend approving agreement and authorize Mayor's signature 
thereon.

5.	Request by Latah County for City of Moscow and City of Troy to Join in 
Supporting TEA-21 Enhancement Proposal for Bike Path East of Moscow - 
Lenville Road to Troy -  Gary J. Riedner
The Latah County Commissioners have requested the Cities of Moscow and Troy 
to join them in supporting their STIP-Enhancement Proposal for construction 
of a bicycle/pedestrian pathway from Lenville Road east of Moscow to Troy. 
 This project, along with two City of Moscow projects proposed to be funded 
under the same program, are not recommended for inclusion in the FY 
2000-2004 enhancement program.

ACTION:  Join with Latah County and City of Troy in supporting the Lenville 
Road to Troy bicycle/pedestrian pathway, or direct staff to take other 
action regarding proposals.
