There is considerable wisdom in Luther's Propst's
ideas about helping communities maintain quality of life.

I have just completed a study of community quality
of life for 17 Alaskan communities.  The results
of that study (Executive Summary) can be found on

While all Luther's idea's are valid, there is
a bottom line for building and maintaining
QOL--develop and maintain effective
community leadership.  It is the single
most important variable in determining
the fate of a community.
