COMMISSIONERS’ PROCEEDINGS
Week of June 21, 1999

Commissioners Samuel G. Duncan, Loreca J. Stauber and Paul Kimmell met in
regular session; Commissioner Duncan was absent for Wednesday’s proceedings.
The following actions were taken:

Approved, signed and filed Commissioners’ Proceedings for the Week of June
14, 1999.

Motion and Order to approve the Chair’s signature on the Courthouse GTE
Telephone Upgrade Backup System.

Motion and Order to approve the Chair’s signature as seller on the
Certificate of Title for three surplus vehicles for the Buildings and
Grounds Department; 1987 Chevrolet Cavalier, 1989 Dodge Spirit, and 1983
Oldsmobile Cutlass.

Approved, signed and filed request to hire Cynthia J. Miles, Communication
Specialist in the Sheriff’s Office. Department 064D, Line 06. Authorized
Grade PS4. Effective June 21, 1999.

Approved, signed and filed request to hire Jennifer L. McFarland as
full-time Patrol Deputy in the Sheriff’s Office, Operations Department.
Department 04B, Line 17. Authorized Grade PS5. Effective June 14, 1999.

Approved, signed and filed request to hire Susan J. Scott as part-time
irregular Clerical Assistant, Cooperative Extension Department. Department.
10, Line 04. Authorized Grade A04. Effective June 21, 1999.

Approved, signed and filed request to temporarily reassign Susan J. Scott as
part-time irregular Temporary Secretary, Cooperative Extension Department.
Department. 10, Line 04. Authorized Grade A04. Effective until the position
is filled.

Approved, signed and filed request to change the status of John Norbeck from
part-time irregular to full time Housekeeper, BOCC Building and Grounds
Department and BOCC Fairgrounds Management. Department 05F, Line 04 and
Department 05D, Line 05. Authorized Pay A03. Effective July 1, 1999.

Approved, signed and filed request to amend the Personnel Change Request for
Steve Vinsonhaler, Law Clerk - District Court, of June 7, 1999, to reflect
the following: change the status from part-time regular to part-time
irregular; approve an additional line on the Table of Organization, Number
01AA to establish Line 02. Effective date June 1, 1999.

Accepted resignation of Jennifer B. Clark as Deputy Court Clerk I, Clerk of
the District Court. Dept. 01A, Line 09. Effective date June 25, 1999.

Approved, signed and filed request for purchase of Computer Equipment:  PC,
printer, Internet and email, for the Parks and Recreation Department.

Approved, signed and filed request to add Budget and Revenue lines for the
Community Policing Fund’s Tobacco Project.

Motion and Order to disband the Latah County Fairgrounds Site Committee.
Commissioners Stauber and Duncan voted yes, Commissioner Kimmell voted no.

Budget Presentation for Planning and Building Department held on June 21,
1999.  Presented by Gerard Billington.  No action taken at this time.

Budget Presentation for Disaster Services Department held on June 21, 1999.
Presented by Gary O’Keefe. No action taken at this time.

Budget Presentation for the Coroner held on June 21, 1999. Presented by Dr.
Dan Schmidt. No action taken at this time.

Approved, signed and forwarded the Weed Control Enforcement letter to K & M
Properties.

Convened in Executive Session at 9:30 p.m. on June 22, 1999, to discuss
personnel matters pursuant to Idaho Code Section 67-2345 (1) (a)&(b).
Adjourned at 9:40 a.m.

Budget Presentation for the Senior Nutrition Program held on June 22, 1999.
Presented by Pearl Bouchard. No action taken at this time.

Approved, signed and filed Resolution #99-10. A resolution transferring Cash
Balance from Recreation “A” Budget Line 18-00-404-00 to Recreation ”B”
Budget Line 18-00-670-00, $1,500.00.

Budget Presentation for the County Historical Society held on June 22, 1999.
Presented by Mary Reed. No action taken at this time.

Denied Solid Waste Fee Adjustment request from Ted Meske for Parcel
#RP016200000420A. Solid waste is generated on the property.

Approved, signed and filed Solid Waste Fee Adjustment request from Michael
and Tracee Carter for Parcel #MH22CT00037. Trailer is no longer on the
property.

Convened in Executive Session at 9:50 a.m. on June 23, 1999, to discuss
indigent cases, pursuant to Idaho Code Section 67-2345 (1) (d). Recessed at
10:02 a.m. and reconvened at 2:00 p.m.; adjourned at 2:12 p.m. Nine (9)
cases were approved, and five (5) cases were denied.

Budget Presentation for Prosecutor held on June 23, 1999.  Presented by
Prosecuting Attorney Bill Thompson.  No action taken at this time.
