Citizen input needed...



Dear Visionaries:

Several of us who live on our property on West "C" St. have been working for 
more than 20 months to establish a Local Improvement District (LID) or 
combinations thereof to get the street paved from its intersection with 
Cherry east to Almon.  

NOW, WE NEED YOUR CITIZEN SUPPORT IN WRITING DELIVERED TO THE MOSCOW CITY 
CLERK BY 5 P.M. MONDAY, JUNE 21, TO HELP IN THIS EFFORT.  

IT DOES NOT MATTER WHETHER OR NOT YOU LIVE IN THE AFFECTED AREAS DESCRIBED 
BELOW.  THE CITY COUNCIL HAS REQUESTED THAT THOSE OF US IN FAVOR OF THE NEWLY 
PROPOSED LIDS SEEK THE VOICE AND SUPPORT OF AS MANY PEOPLE IN THE AREA AND AS 
MANY PEOPLE WHO CARE ABOUT OR USE THIS SECTION OF C ST. AS POSSIBLE.  

COMMENTS CAN BE AS SIMPLE AS A SENTENCE SAYING; "I AM IN FAVOR OF THE CITY OF 
MOSCOW ESTABLISHING THE PROPOSED C STREET LIDS AS THEY ARE WRITTEN."  BE SURE 
TO SIGN YOUR NAME AND ADDRESS TO YOUR COMMENTS.

Although a majority of resident property owners signed a full four-block LID 
petition in 1998, it failed by one vote to meet the required 60 percent 
majority.  Since then, two separate LIDS have been proposed specifically 
excluding participation by most of those in opposition and now come before 
the Moscow City Council for an establishment hearing on Monday, June 21.  

One proposed LID would pave from one block from Cherry to Lieuallen St. The 
second would pave the two and a half blocks from the east edge of the alley 
separating Lilly and Lieuallen to Almon.  The section from the east edge of 
the intersection of Lieuallen and C to the east edge of the alley separating 
Lieuallen and Lilly is not a part of either proposed LID.

Besides the immediate benefits derived by those of us living on C St., there 
are other community advantages to this self-funded project.  As the roadway 
stands now, it represents a health and safety consideration that includes:

· Airborne particulate pollution in the form of severe dust;
· Dust impaired visibility for westbound traffic from Almon to Lilly at 
certain times of the day;
· Particulate and uncontrolled chemical runoff into an open natural waterway;
· Massive gravel migration from the unpaved sections of C onto all paved 
crossstreets at the steep intersections with C;
· Recurrent washboards of the road surface that affect traction, drivability, 
and that require constant city maintenance; 
· A rut formed by uncontrolled storm runoff on the north side of the road 
that at times has measured more than 24 inches deep in places; and
· The increased traffic due to the connection of C and Peterson to the west, 
an existing daycare on the corner of A and Lieuallen, and the opening of a 
daycare facility on the corner of C and Almon to the east.

The current proposed LIDs would:

· Preserve on-street parking for those residents without driveways located 
between Cherry and Lilly in the affected and unaffected areas;
· Provide a safer, cleaner, less dusty air and water environment throughout;
· Typically add property marketability values at equivalent or near 
equivalent values to the LIDs;
· Facilitate placement of a safe pedestrian access in an area of frequent 
foot traffic and numerous rentals;
· Prevent formation of washboard road surfaces and promote easier, 
less-costly, less frequent, and more efficient winter snow removal;
· Not affect current access patterns of existing driveways; 
· Decrease the amount and frequency of all seasonal road maintenance 
currently required;
· Reduce winter driving traction problems; 
· Complement the recently completed LIDs that paved Lilly and Lieuallen Sts. 
last summer;
· Potentially eliminate the need for as much road oiling as is currently 
necessary for dust control; and 
· Make the paving of the proposed parts of "C" St. an affordable, attractive, 
effective, and lower maintenance roadway for both traffic and pedestrians. 

Both LIDs currently proposed were signed by more than the 60 percent of 
resident property owners in the affected areas as required.  Paving these key 
portions of West C Street are essential to the continued investment in 
people's property, gentrification of the neighborhood, environmental 
stabilization, and beautification of the City of Moscow in a historical 
residential area only three blocks from downtown.
