1.	Approval of Minutes of May 3 and May 24, 1999

2.	Mountain View Road Improvements - Gary Presol
Staff met with Mayor Comstock to discuss priorities and construction 
scheduled for Mountain View Road in the area of the City swimming center. 
 Those will be reviewed with the Committee.  In addition, during Fiscal 
Year 98, the City did not expended $124,531 of Mountain view Road 
improvements, therefore the funds were not carried into the Fiscal Year 
1999 budget (see previous memo of December 4, 1998).

ACTION:
1.   Discuss priorities of construction concerning the aquatic center and 
Mountain View Road and
      make recommendation to staff.
2.   Recommend allowance to overrun the Mountain View Road improvements 
budget line item by
                   $124,531; or make other recommendations as needed 
appropriate.

3.	Joseph Street Bridge and ITD - Gary Presol
The Joseph Street Bridge (east of Mountain View Road) is eligible for 
federal funding for replacement.  We have received the agreement from the 
Idaho Transportation Department (ITD) for the project.  The Agreement 
requires submittal of $10,000 by the City to the ITD for engineering 
review.  We have $57,000 budgeted as the City's share of the 80% 
federal/20% City estimated cost for replacement.  The estimated cost 
includes the engineering fees charged by the ITD. Reviewed by Public 
Works/Finance June 7, 1999.
						Council Consent Agenda Item 1C
ACTION:  Recommend passage of  the enclosed Resolution; authorize the 
Mayor's signature on the Agreement for the Joseph Street Bridge replacement 
and authorize payment of $10,000 for engineering fees to the ITD.

4.	Loan Application to Idaho DEQ for Wastewater Treatment Plant Upgrade - 
Gary Presol
In it's Revolving Load Fund for Wastewater Treatment Plant construction, 
the Idaho DEQ has $10 million "earmarked" for the City of Moscow.  It will 
be necessary for the City to submit an Idaho DEQ loan application in order 
to start the process.
						Council Consent Agenda Item 1D
ACTION:  Recommend Council direct staff to complete the loan application, 
authorize the Mayor's signature on same, and direct submittal of the 
application to Idaho DEQ.
