BOCC PROCEEDINGS FOR THE WEEK OF MAY 3, 1999



COMMISSIONERS’ PROCEEDINGS
Week of May 3, 1999

Commissioners Samuel G. Duncan, Paul J. Kimmell and Loreca J. Stauber met in
regular session.  The following actions were taken:

Motion and Order to open as Board of Equalization for one day.

Approved, signed and filed Commissioners’ Proceedings for the Week of April
26, 1999.

Approved, signed and filed request for cancellation of taxes on parcel
number PPC 254, due to bankruptcy claim not filed in a timely manner.

Approved, signed and filed request for cancellation of taxes on parcel
number PPP 062, business closed and unable to locate.

Approved, signed and filed request for cancellation of taxes on parcel
number PPI 059, business closed and unable to locate.

Approved, signed and filed request for solid waste fee adjustment on parcel
number RP 40N 05W 06 2776A, double service on same parcel.  Commissioner
Stauber and Duncan voted to approve, Commissioner Kimmell declared conflict
and abstained from vote.

Approved, signed and filed request for solid waste fee adjustment on parcel
number MH 24CT W00 14A, house is vacant.

Approved, signed and filed promotion of Greg Kirk, Building Inspector I to
Building Inspector II position.  Table of Organization Planning and
Building, Department 11, line 04.  Date effective May 1, 1999.

Resignation of Jennifer Olson, Clerical Assistant.  Table of Organization
Cooperative Extension, Department 10, line 04.  Date effective May 17, 1999.

Resignation of Deann Northam, Elections Deputy Clerk.  Table of Organization
Auditor/ Recorder, Department 01C, line 02.  Dave effective April 23, 1999.

Approved, signed and filed request for tuition aid to North Idaho College by
Nathan Eugene Mulalley.

Approved, signed and filed request for tuition aid to North Idaho College by
Jennifer Alyssa Eaquinto.

Approved, signed and filed declaration of surplus property from Auditor’s
office.  Two, 4-piece index/storage cabinets.  No inventory tag numbers.

Motion and Order to adopt Resolution 99-05.  A resolution to transfer funds
in the amount of $59,735.12 from the Solid Waste Coordinator fund (22-00) to
the Solid Waste Investment Cash Account (30-00-100-00).

Approved, signed and filed letter of support for notification of Intent to
Apply for Federal Assistance from the City of Troy.

Motion and Order to authorize the Chair’s signature on the Juvenile
Accountability Incentive Block grant Professional Services Contract with
City of Moscow, $30,173.00, County match $3,000.00, and authorize payment
for the program from April 1, 1999.

Motion and Order to approve the Chair’s signature on the Local Government
Certification of the Alternatives to Violence of the Palouse, to received
funds from the HUD Emergency Shelter Grant Program.

Motion and Order to close as Board of Equalization for May 3, 1999.  Except
in regard to the request for property tax exemption on parcel number RPM 07
7001 8004AA, which shall be continued until May 10, 1999.

Motion and Order to approve the Chair’s signature on the Building Permit
application to construct a partition wall for the Treasurer’s office located
in Latah County Courthouse.

Convened in Executive Session at 8:38 a.m. on May 5, 1999, to discuss
personnel matters, pursuant to Idaho Code Sec. 67-2345 (1)(a) & (b).
Adjourned at 9:20 a.m.

Convened in Executive Session at 10:05 a.m. on May 5, 1999, to discuss
records that are exempt from public inspection, indigent cases, pursuant to
Idaho Code Sec. 67-2345 (1)(d); adjourned at 10:05 a.m.  Four (4) cases
approved and two (2) cases denied.

Motion and Order to approve the expenditure of RIMA credits for tools,
supplies and materials by Building and Grounds, Parks and Recreation and
Fairgrounds.

Approved, signed and filed Latah County Ordinance Number 203, Possession of
Firearms. Establishing a policy regarding the possession of firearms in the
Latah County Courthouse.

All documents are available for inspection in the office of the
Clerk/Auditor/Recorder.
